The Base Elizabeth City ID Card Office issues all types of ID Cards including the Common Access Card (CAC), DEERS updates, and CAC PIN resets. The Base Elizabeth City DEERS, CAC, ID Card issuing site is located in the Base Command building #35. Parking is located behind the building.

1.  To update your DEERS contact information call 1-800-538-9552-Option 3

2.  Update the following at RAPIDS ID Card Office Online with a CAC or your DS Log In.

  • Complete an 1172-2

  • Update your contact information

  • Update a Family Members Contact Information

  • Add a Family Member

  • Update You Email Address

  • Download Applications

  • Activate the PIV Authentication Certificates

  • Add PCC to UPN 

3.  Active Duty and Reserve Members

Two forms of identification; one must have a picture, bring your current/expired government issued ID card and your work e-mail address.  The picture ID can not be expired.  Be sure to print clearly your full internet e-mail address (not your display name). (i.e. Im.a.Coastie@uscg.mil)

  • If you don't have a work e-mail account, you must obtain one from your parent command before a CAC card will be issued.

  • If you bring the wrong e-mail address you will have to return later to correct it.

  • Personal e-mail addresses (i.e., AOL accounts, etc., ) will not be accepted.

4.  Retirees

Bring your current/expired government issued ID card and your retirement orders or DD Form 214.

5.  Dependents

Documentation to bring - a marriage license; birth certificate; adoption papers; or a letter from the school registrar certifying full-time course of study leading to an associates degree or higher and anticipated graduation date.

  • To add dependents

    • Dependents must have a DD-1172 signed by the sponsor or the sponsor must be present at the time the card is issued.  The sponsor brings in the marriage certificate or birth certificate/certificate of live birth.  A Social Security Card or other official Government document reflecting the SSN such as passport, driver's license, and letters from the SSA is required when verifying the SSN for enrolling or updating members or dependents in DEERS.


NOTE:  A valid power of attorney is acceptable when the sponsor is not present to sign for a family member's DEERS enrollment. POA must indicate authorization for government documents/insurance purposes.

  •  If already enrolled/renewing

    • Dependents must have a DD-1172 signed by the sponsor or the sponsor must be present at the time the card is issued.  Also bring your current/expired dependent ID Card.  If the sponsor is unable to accompany their dependents, due to long term deployment (Greater than 90 days) contact the customer service desk at 686-4002.

NOTE:  A valid power of attorney is acceptable when sponsor is not present to sign for a family member's ID card application. POA must indicate authorization for government documents/insurance purposes.  If you are a newlywed, have a newborn child, have adopted a child or have a dependent over 21 and under the age of 23 in college, you will need to provide the proper documentation.

6.  Civilian Employees

NAF/GS/WG civilian employee's service records are sent to DEERS via an authorized data feed.  We can no longer enter any information into DEERS for civilian employees.Civilian Employees must have their Civilian Personnel Office enter their information into DEERS.  If you are not in or updated in DEERS we cannot process your CAC. Civilian Employees that have enrolled and are entered into DEERS should still call to verify DEERSenrollment at 1-800-538-9552 - Option 3 and ensure your end date is (unknown).

7.  Contractor Employees

DoD's Contractor Verification System (CVS) is the only way that a contractor employee can obtain a CAC.  Only contractors who have access to classified materials or access to Federal IT systems (with or without unescorted access to our facilities) will be inputted into CVS.

Contractor employees that have enrolled and are entered into DEERS should still call to verify DEERS enrollment at 1-800-538-9552 -  Option 3.
