24 AUG 18 BT UNCLAS //N01301// ALCGRSV 042/18 SUBJ: RESERVE CAPTAIN AND COMMANDER ASSIGNMENT YEAR 2019 (AY19) KICKOFF ANNOUNCEMENT A. Reserve Policy Manual, COMDTINST M1001.28 (series) 1. This message announces the kickoff of the AY19 Reserve assignment season and provides important guidelines and information for Reserve captains and commanders competing for assignment, command cadre, supervisors and the Reserve officer corps at large. Supplemental information on the assignment process, including The Reserve Captain Assignment Guide and The Reserve Commander Assignment Guide, is available on the PSC-RPM website: http://www.dcms.uscg.mil/psc/rpm/rpm-2/Assignments. Request widest dissemination of this message. 2. Shopping lists: PSC-RPM is developing and validating AY19 shopping lists, which will identify anticipated billet vacancies. Updates will be published on the PSC- RPM website. a. Validation: Commencing 1 Sep 18, unit commanders should verify the accuracy and status of each Reserve position on their PAL as reflected in Direct Access (DA), along with anticipated vacancies. The Command Concerns process guide is located on the PSC-RPM website denoted in paragraph 1. Select the "Command Concerns link after expanding the "RPM-2" tab on the left. Submit discrepancies or comments to the appropriate PSC-RPM Assignment Officer (AO) via Command Concerns by 31 Oct 18. b. Availability: Shopping list messages will be released OOA 13 Nov 18. 3. AY19 Assignment Candidate Pool: a. The primary candidate pool consists of captains and commanders reported in DA as tour complete in 2019, captains-select, commanders-select, members who will change Reserve Component Category (RCC) to Selected Reserve (SELRES), members filling positions in which a paygrade mismatch exists between member and billet, members in reprogrammed positions, and members projected to be released from active duty. This includes Reserve captains and captains-select, and Reserve commanders and commanders-select, serving on long-term Active Duty for Operational Support (ADOS) who desire a SELRES assignment following their release from active duty. PSC-RPM will track additions and deletions to candidate pools created by promotions, screening panels, separations, position reprogramming and other actions. b. Members serving on long-term ADOS orders that terminate at any time during 2019 are highly encouraged to apply for assignment. Members who do not apply for assignment will be transferred to the Individual Ready Reserve (IRR) and may participate in the AY20 assignment cycle. c. Captains-select will only be considered for O-6 positions and shall not submit e-resumes for O-5 positions. Commanders-select will only be considered for O-5 positions and shall not submit e-resumes for O-4 positions. d. PSC-RPM will adhere to tour completion dates when considering assignments. Members generally will not rotate prior to completion of their tours. However, early rotations are sometimes necessary to meet Service needs. 4. Reasonable Commuting Distance (RCD): REF A, Article 5.C. describes policy regarding RCD. As a member becomes more senior, opportunities for assignment within RCD become increasingly scarce. If a member wants to continue to serve in a SELRES status, the member should consider assignments beyond RCD. The decision to accept orders beyond RCD, however, is purely voluntary. 5. Members who decline orders are subject to a transfer to the IRR, Standby Reserve, or may request retirement or separation, IAW REF A, Article 5.A.10. Members who do not successfully compete for an AY19 assignment will be transferred to the IRR and may compete for an AY20 assignment. Members who fail to submit an e-resume IAW paragraph 9 will be transferred to the IRR and may compete for assignment in AY20. 6. To ensure that an e-resume endorsement is completed on time, members should notify their command when an e- resume requiring command endorsement has been submitted. The current version of DA will not notify the endorser of the request and does not allow late e-resume submission. 7. For captain assignments only, all applicants must prepare and submit a one-page biography. The biography requirements and template are available in The Reserve Captain Assignment Guide. 8. Career Counseling: a. Reserve Officer Career Counseling (ROCC) will be available beginning SEP 2018. The ROCC is an on-line interactive counseling mechanism available throughout the year with PSC-RPM via the Skype for Business application. Officers with the Skype functionality (icon located at the bottom of your screen once you are logged into Outlook) installed on their workstation are able to participate. Establishing a live meeting is the quickest means for an officer to review their record with PSC-RPM and greatly enhances the counseling session. Reserve captains and commanders desiring an interactive live meeting should contact their respective AO via email with the subject title “Career Counseling”. 9. AY19 SELRES Captain and Commander Plan of Action and Timeline: a. 1 Sep 18: Potential shopping lists available in DA for unit validation. b. 31 Oct 18: Command Concerns and shopping list validations due to PSC-RPM. c. 13 Nov 18: Shopping lists released and available in DA. d. 5 - 9 Nov 18: Reserve Senior Command Screening Panel. e. 13 Nov 18 - 30 Dec 18: E-resume submission period. f. 13 Nov 18 - 30 Dec 18: AOs available for assignment counseling. g. 30 Dec 18: Deadline for members to submit e- resumes. h. 30 Dec 18: Deadline for one-page biography for captain assignments. i. 4 - 8 Mar 19: Reserve Captain and Commander Assignment Panels. j. 24 Mar 19: Requests to retire or separate in lieu of orders due to PSC-RPM. k. 31 May 19: PCS orders released in DA, available to units in DA airport terminal. l. 1 Oct 19: Effective date for AY19 assignments. 10.
