President's Management Council Interagency Rotation Program (PMC)

About the Course

To maximize effectiveness and broaden perspectives and potential, Federal agencies should invest in and emphasize career development. The Federal Government must continue to prepare its talent for challenges on the horizon.

In 2011, the President’s Management Council (PMC) and the Chief Human Capital Officers (CHCO) Council launched the PMC Interagency Rotation Program to bolster cross-agency exposure for high-potential GS 13-15s. Agency representatives designed the program and provide both participants and rotational opportunities.

The PMC Interagency Rotation Program strengthens agency collaboration, facilitates best practice sharing across Departments, and builds a pipeline of emerging leaders who possess a broad understanding of the varied missions across the Federal Government. 

The PMC Interagency Rotation Program enables emerging Federal leaders to expand their management skills, broaden their organizational experience, and foster networks they can leverage in the future. Specifically, the program aims to:

  • Expand "joint duty" experience through meaningful 6-month interagency rotations.
  • Cultivate a diverse rising generation of executive talent with broad organizational exposure.
  • Conduct related cohort programming to offer wide-ranging opportunities to learn about other agencies and foster networks across the Federal Government.
  • Develop a collaborative, cross-agency effort to reduce barriers to interagency mobility.

We are seeking both civilian participants, as well as offices willing to host challenging and rewarding rotational assignment opportunities for interested individuals from up to 16 federal agencies. Offices may submit a PMC Rotation Experience Form for consideration. The ideal rotational assignment is one that will stretch and develop high-potential GS13-15 employees during the six month rotation (September 30, 2019 - March 27, 2020).


​There is no cost to the program. The participants stay on the payroll of their home agency while serving their rotational assignment.


  • Based in Washington, DC (For DC area employees only at this time).
  • 6 month assignments at the participant's current grade level.
  • Agencies select participants and identify rotational assignments with input from participants and host supervisors.

Eligibility Requirements

High potential GS 13-15s, in the Washington, DC Area, either within or outside their current area of expertise. Information and requirements for participation in the PMC Interagency Rotation Program may be found on DHS Connect under Leadership Training > Rotations (

Application Procedures

Civilian participants who wish to apply to the next PMC Rotation Program cohort must complete a Participant Statement of Interest application and return with your resume, in one pdf file to no later than May 27, 2019.

Offices and supervisors wishing to host a PMC Fellow may submit a PMC Rotation Experience Form and return it to Applications for program participants for Cohort 16 are now being accepted. Please complete the Participant Statement of Interest application and return it to no later than June 3, 2019. Rotational assignments that require TS/SCI are not encouraged.

Selection Process

DHS will make final selections and will receive 7-10 participants into each cohort.
