IN ACCORDANCE WITH REF (A) THIS ALCOAST AUTHORIZES THE USE OF VOLUNTARY SHORT-TERM ADOS-AC ORDERS IN CONJUNCTION WITH INVOLUNTARY RESERVE RECALL TO ACTIVE DUTY TO MINIMIZE MISSION DEGRADATION IN SUPPORT OF DEEPWATER HORIZON OPERATIONS. INVOLUNTARY ACTIVE DUTY UNDER TITLE 14 U.S.C. 712 (T14) REMAINS THE PRIMARY DUTY TYPE FOR RESERVE RECALL ISO DWH OPS. 2. FOR CONTINUITY OF OPERATIONS, RESERVISTS WILL BE IDENTIFIED BY THE UNIFIED AREA COMMAND (UAC) AND INCIDENT COMMAND POSTS (ICPS) AT LEAST 30 DAYS PRIOR TO THE EXPIRATION OF T14 ORDERS BASED ON CRITICAL SKILLS REQUIRED FOR LONGER THAN 60 DAY T14 ORDERS. IDENTIFIED RESERVISTS WILL BE OFFERED VOLUNTARY NON-CONTINGENCY SHORT-TERM ADOS-AC ORDERS UNDER TITLE 10 U.S.C. 12301(D). 3. LIMITATIONS: A. IDENTIFIED RESERVISTS CURRENTLY MOBILIZED ON T14 MUST COMPLETE THE FULL 60 DAY T14 ORDERS PRIOR TO TRANSITIONING TO VOLUNTARY SHORT-TERM ADOS ORDERS, AND WITH NO BREAK IN SERVICE. B. ADOS ORDERS WILL BE STRICTLY LIMITED TO 180 DAYS WITH NO EXTENSIONS. THE 180 DAY LIMIT SHALL INCLUDE DEMOB PROCESSING, TERMINAL LEAVE AND RETURN TRAVEL TO HOME UNIT. C. FOR PURPOSES OF THIS RESPONSE, RESERVISTS WITH 16 OR MORE YEARS OF ACTIVE DUTY UPON CONCLUSION OF A COMBINATION OF T14 AND ADOS ORDERS WILL NOT BE CONSIDERED FOR SHORT-TERM ADOS ORDERS. REF (B) PROVIDES AMPLIFYING GUIDANCE FOR RESERVISTS. 4. ROLES AND RESPONSIBILITIES: A. UAC/ICPS. (1) IDENTIFY RESERVISTS FOR POSSIBLE TRANSITION TO VOLUNTARY ADOS ORDERS BASED ON CRITICAL QUALIFICATIONS AND/OR SKILL SETS, CONTINUITY REQUIREMENTS OF POSITIONS AND LASTLY, AVAILABILITY. (2) OFFER MEMBERS OPPORTUNITIES TO TRANSITION TO VOLUNTARY ADOS ORDERS. (3) CREATE PAY AND TRAVEL DOCUMENT IDENTIFICATION FOR RESERVISTS TRANSITIONING TO VOLUNTARY ADOS-AC. (4) ISSUE AN ADOS-AC TRANSITION CGMS MESSAGE TO MEMBERS HOME UNIT PERMANENT SERVICING PERSONNEL OFFICE (SPO) AND SERVICING DISTRICT (DXR), WITH COPY TO FORCECOM RESERVE READINESS (FC-1) AND LANTAREA (LANT-1). (2) ENTER REQUESTS FOR VOLUNTARY ADOS ORDERS IN SUPPORT OF (ISO) DEEPWATER HORIZON OPERATIONS INTO DIRECT ACCESS (DA) UTILIZING OPERATIONAL ID NUMBER 0000029, DUTY PURPOSE MC (ENVIRONMENTAL CONTINGENCY), PROVIDE ACCOUNTING INFORMATION AND FORWARD TO DISTRICT (DXR) FOR APPROVAL. (3) PROCESS APPROVED ORDERS FOR PAYMENT IN ACCORD WITH REF (C). (4) THE PERMANENT DUTY SPO SHALL RETAIN SPO PDRS AND DOCUMENT INPUT RESPONSIBILITIES FOR RESERVISTS SERVING ON VOLUNTARY ADOS ORDERS ISO DWH OPERATIONS. FOR EXAMPLE, THE MEMBERS PERMANENT SPO SHALL PERFORM QUALIFICATIONS DOCUMENTATION/UPDATES AND SHALL ENSURE ALL COMPETENCIES AND TRAINING ACHIEVEMENTS ARE VERIFIED PROPERLY DOCUMENTED AND ENTERED INTO DIRECT ACCESS/TMT AS APPROPRIATE. C. DISTRICT (DXR). (1) ENSURE ALL RESERVISTS COMPLETING T14 ORDERS MEET THE REQUIREMENTS TO CONTINUE ON SHORT-TERM ADOS ORDERS. THIS INCLUDES OBTAINING MEMBERS COMMAND PERMANENT DUTY APPROVAL ENSURING MEMBER IS AVAILABLE FOR FULL DUTY (AFFD), AND ENSURING MEMBER HAS LESS THAN 16 YEARS OF TOTAL ACTIVE DUTY SERVICE UPON COMPLETION OF THE COMBINATION OF T14 AND SHORT-TERM ADOS ORDERS. (2) APPROVE REQUESTS FOR VOLUNTARY ADOS ORDERS IN DA AND SEND TO MEMBERS PERMANENT DUTY SPO FOR PROCESSING AND ORDERS ISSUANCE. D. INDIVIDUAL RESERVISTS. (1) VOLUNTARY ADOS ORDERS ARE ELIGIBLE FOR ADDITIONAL BENEFITS BEYOND THOSE OFFERED BY T14 ORDERS INCLUDING EARLY RETIREMENT CREDIT AND POST 9/11 GI BILL CREDIT.
