FSMS Cutover Over Extension to Delay ETS Voucher Submissions

Per ALCOAST 411/21 (below), FSMS cutover has been delayed two weeks. 

You will not be able to voucher in ETS until FSMS is “LIVE”.  Please continue to keep all of your records (orders, receipts, reservations and any travel documents) in order.  You will need these when you voucher/reconcile your travel.

The TMO/ETS team will send a communication as we near go live with detailed guidance to successfully file a voucher and expectations.

1. This ALCOAST provides a Financial Systems Modernization Solution
(FSMS) cutover and transition status update. The cutover period is
a necessary gap in having an operational integrated financial system
to allow data-migration from our legacy financial systems to FSMS, 
which is essential for preparing the new system for use. The data 
migration effort is currently two weeks behind schedule to meet a 
17 November go-live date. The primary risks caused by further 
delays are late payments to vendors and an increasing amount of 
transactional data that will need to be migrated or manually 
entered into FSMS. To mitigate those risks the data migration team,
comprised of CG, DHS and IBM personnel, continues to work 24/7 to
minimize further slippage in the go-live date.  
2. Cutover Financial System (CFS): CFS has over 9,000 obligations
totaling $140M entered into it. The field has done an outstanding
job adapting to the interim system and operations have continued
relatively unabated. This was an initial goal of the CFS. Testing
continues on the CFS data to ensure successful upload to the FSMS 
production environment, and we expect that most transactions will 
be electronically uploaded as part of the CFS data file. 
3. FSMS Assistance Support Team (FAST): The FAST MS Teams 
Page remains an active, collaborative tool for the field to get what
they need for all things FSMS. If no answer or solution is found
amongst local FMPS professionals, posted references, and the Teams
page, a FAST Ticket should be submitted. Having answered hundreds 
of questions during the cutover period so far, the FAST Help 
Ticket team is currently working with DHS-JPMO to integrate their
proven system for successfully supporting our users with the DHS
FSMS Helpdesk, powered by commercial helpdesk/help-ticket
management software. This transition will move the FAST 
help ticket from a CGPortal based form to a bona-fide, automated 
ticketing system that will allow easy/instant routing to SMEs and
elevation to FINCEN and IBM when actual system deficiencies are 
identified. ServiceNow is a help-ticket system already in use by 
DHS, TSA, and CWMD.
4. ALM (Access Lifecycle Maintenance): ALM manages user access to
FSMS. It fully replaces the Automated Access Request (AAR) system
and Unit Approved Plans (UAPs). Only 42% of anticipated users have
submitted their role requests through ALM as of 0600 on 1 November.
We received an extension to the original 6 Nov deadline; members
must now have their ALM requests fully approved by COB 12 November 
to ensure full access to FSMS at Go-Live. Members who miss this date 
may still submit requests, but they will have limited or no access 
to FSMS for at least the first several days following Go-Live. Being
listed in LIBERTI does not grant access to FSMS nor provide 
provisioning through ALM. Users should follow directions sent from
the CG Common Core's LIBERTI tool or follow the steps described in 
the CGCC Customer Service Center (CSC) Job Aid for "How Do I Request
Access to FSMS":

Additionally, the FAST ALM Teams channel is a good place for users
to answer questions regarding the use of ALM.
5. Training: Training guidance and courses are available on the 
Common Core Learning Platform (CCLP). Assigning FSMS roles in 
LIBERTI informs users of what roles they should request through ALM 
and how to access the appropriate training for those roles. Use the 
ATTIS 2.0 tool, which consolidates user and role information from 
LIBERTI and training completion from the CCLP to track training 
completion by Support Team, ATU, Unit, Role, or Individual. Some 
training is still in development, but 30 of 44 Web Based Training 
(WBT) courses are currently online. There is a finite amount of 
Instructor Led Web Based Training (iWBT). It is important that users
participate in iWBT classes when offered, as there will be limited
live training options in the future. Users unable to attend iWBT can
still complete a version of the training online. The training team
will continue to send "select and direct" notifications to ensure we
fill empty seats. Users should work with their supervisor if they
are unable to participate in a class they are scheduled for.
Overall, only 8% of users have completed all their expected
training. Commands should continue to encourage completion of
available web-based training.
6. Data Migration: Data migration is ongoing 24/7 until we go
live and put FSMS in production. COMDT (CG-86) is leading the
data migration effort, working with the JPMO, IBM, and USCG 
source data owners to correct any issues identified to enable 
the sequential uploading of these interrelated large data files
into FSMS. As noted, any delay in data migration will result in
a corresponding delay to go live. To date we have submitted 34 
of 40 data sets to IBM for upload into FSMS production. We are 
currently several days behind schedule but are in the final stages
of data migration, completing preparation and corrections to 
contract and simplified acquisition transactions and progressing
toward preparation of the final General Ledger level files.
7. System Functionality: We continue system testing in a test
environment to confirm functionality of business processes and 
interfaces and to identify & prioritize defect resolution. We have
tested 98% of the scripts we had hoped to test during UAT. More than
75% have successfully passed, and re-testing continues as defects
are identified and resolved.
