DIRECT ACCESS CHALLENGES

Our Pay and Personnel Center team members are users of Direct Access –just like you– and are similarly impacted by challenges with the system.  Though the Pay and Personnel Center does not own or control repairs to Direct Access, we continue to advocate with the Program Office to prioritize repairs and the C5I Service Center to conduct those repairs.  We appreciate your patience and grace during this time period.

In essence, Direct Access is our ship . . . and our ship is damaged and undergoing depot-level repairs.  The crew at the Pay and Personnel Center are just as eager for Direct Access to come back to fully mission capable, so we can better serve our Coast Guard families.

RETIRED PAY

At present, for temporary, permanent, VA offset, AEW’s, CRDP, and CRSC disability, we are encountering a processing delay due to systematic issues and a shortage of personnel. You remain our primary concern. We want to assure you that we are fully committed to resolving these issues promptly and handling your cases with utmost proficiency.

1. This ALCOAST announces the promulgation of REF (A) and the
cancellation of REFS (B) and (C).
2. Changes in this version support Service efforts to reduce
administrative burdens. These changes streamline and provide
clarity to existing Reserve Component policies. Updates include:
a. New instruction title;
b. REF (A) incorporates the contents of REF (C) and is now the
primary source of information for Active Duty for Operational 
Support (ADOS);
c. Removes restrictions and requirements for a waiver to perform
active duty for members who would accumulate over 14 years 
total active duty;
d. Delegates the decision to deploy a reservist who does not meet
readiness standards to the discretion of the commanding officer or 
incident commander;
e. Adds Commander (CG PSC-RPM) as waiver authority for reservists
who receive multiple sets of consecutive short-term ADOS orders
totaling 181 days or more and request to remain in their Selected
Reserve (SELRES) Permanent Duty Station (PDS) position;
f. Clarifies recall under Title 10 U.S.C. §12302;
g.Clarifies Separation History and Physical Exam (SHPE) and
Limited Health Assessment (LHA) requirements;
h. New chapter outlining reservists' civilian employment
protection.
3. No paper distribution will be made of REF (A), but it is
