Direct-Access Planned Maintenance Outage
Direct Access will not be available from Saturday, March 25, 2023, from 0600 (EST) until Tuesday, March 28, 2023, at 0600 (EST). This outage is necessary for an upgrade and modernization to Direct Access. For more information see ALCOAST 057/23.
Subscribers to this list will receive notices and information on Coast Guard military pay and personnel policy and procedures. Subscribers will also be notified when active duty and reserve payslips are posted and of both scheduled and unscheduled outages affecting the Direct Access personnel system or the TPAX travel claim liquidation system. Clarification of Continuous Duty On Board a Ship Required for FSA
ALCOAST Commandant Notice 004/21 implements the provision in Section 615 the 2021 NDAA that amends Subsection 427(a)(1)(B) of Title 37 U. S. Code to include the periods in home port before, during, and following a cutter’s deployment away from home port to be included in the 30 day qualifying period for FSA-S, so long as the with-dependent crewmembers (permanently or temporarily assigned) are ordered to remain aboard that vessel while in home port.

Effect of Short Homeport Visit on Family Separation Allowance (FSA-S) Entitlement
My cutter is on a 34 day patrol. If we pull into homeport for a Brief Stop for Logistics (6 hours to transfer personnel, mail, get food) on the 19th day of the patrol and grant no liberty ... would the crew still be entitled to FSA-S?
