End of Year Tax Forms

The IRS 1099-R, Distributions From Pensions, Annuities, Retirement or Profit-Sharing Plans, IRAs, Insurance Contracts, etc, forms are now available in Direct Access Self Service. The 1099-R forms will be mailed, to those who haven't opted out of receiving hard copies, no later than 31 January 2020. The forms are produced on standard 8 1/2 x 11 paper and mailed in a standard, privacy tinted window envelope. The envelope will have a PPC's return address and the form is printed with the text "Important Tax Information Enclosed" which shows through the window on the envelope.

The 1095-B, Health Coverage, forms are also available (via Direct Access Self Service). They will not be mailed this yearIRS Notice 2019-63 (page 7)  eliminates the requirement to provide Form 1095-B/C because these forms are not needed to file income tax returns for 2019. Paragraph B on page 7 of  the IRS Notice states, “an individual does not need the information on Form 1095-B/C in order to compute his or her federal tax liability or file an income tax return with the Service.”

The IRS Notice further requires us to provide Form 1095-B/C to our service members, retirees and annuitants should you still desire to receive one. Service members, retirees and annuitants who are unable to access or print their 1095-B/C from Direct Access shall submit an e-mail request directly to PPC Customer Care (ppc-dg-customercare@uscg.mil) with the following information: First and last name, employee ID, complete home address, and e-mail address. PPC will send the requested form to the taxpayer only, at the e-mail address (preferred) or mailing address provided. The form will be mailed within 30 business days. Separated members, retirees, and annuitants have the option of requesting 1095 forms by mail, see below*

Tax forms can be viewed and printed using Direct Access Self-Service. Follow the procedures in the user guides linked below:

Corrections to the IRS Form 1095 can only be made by the Defense Manpower Data Center (DMDC) through the Defense Enrollment Eligibility Reporting System (DEERS). Members must go to an ID card facility to have information updated in DEERS. PPC will produce corrected forms once received from DMDC and will deliver to the member according to the delivery method elected.

*Options for requesting a 1095-B for retirees and annuitantsRemember, the 1095-B is not required to file your federal income tax return. Please allow 30 days to process your request.

Survivor Benefit Plan (SBP)-VA Dependency and Indemnity Compensation (DIC) Off-Set Phase Out

The National Defense Authorization Act (NDAA) for Fiscal Year 2020 changed the way that Survivor Benefit Plan (SBP) annuity payments are reduced (off-set) by the receipt of VA Dependency and Indemnity Compensation (DIC). There is no change in 2020 but beginning in 2021, the off-set will be reduced to 2/3rd's of the DIC amount. In 2022, the off-set will be reduced to 1/3rd of the DIC amount and the off-set will be totally eliminated in 2023.

PPC is now working now to review the change and making plans for implementation. In the meantime, please ensure that your contact information (address, email, and phone number) are up to date at the PPC.

TRICARE Select Enrollment Fees - Allotments Not Possible

IMPORTANT NOTE: USCG/PHS/NOAA TRICARE Select beneficiaries who’ve already contacted TRICARE and arranged for payment of enrollment fees by allotment need to know that it will not be possible to pay enrollment fees due 1 January 2021 by CG Retiree Payroll Allotment. TRICARE enrollment fees due 1 January 2021 must be paid by EFT or credit card as soon as possible – recommended no later than 20 December 2020. Retirees will be notified and provided additional information when it is possible to pay TRICARE Select enrollment fees by allotment.

Act Now -- Set Up Payment for TRICARE Select Enrollment Fees

New for January 2021. Effective January 1, 2021, most retirees and their family members enrolled in TRICARE Select who are Group A will begin paying enrollment fees. If you or your sponsor's initial enlistment or appointment occurred before January 1, 2018, then you are in Group A. You must now set up monthly automatic payments for your new 2021 TRICARE Select enrollment fees.

If you use TRICARE For Life, TRICARE Prime, TRICARE Reserve Select, TRICARE Retired Reserve, or TRICARE Young Adult, this change won’t affect you. This information is for you only if you’re enrolled in TRICARE Select. Want to check your plan’s costs? Visit www.tricare.mil/costs. For more information on TRICARE For Life, visit www.tricare.mil/tfl.

You need to take action if you want to keep your TRICARE Select coverage in 2021. You cannot use the U. S. Coast Guard's Direct Access HR system to start allotments for TRICARE Select enrollment fees.

You must set up payment with the TRICARE contractor (see below for who that is) and at this time must use a bank account or a credit/debit card. Allotments to have TRICARE fees taken from your retired pay are not yet available. We anticipate that they will become available in early 2021 and will send out more information as it becomes available.

Please contact your TRICARE regional contractor. Again, the Coast Guard cannot at this time set up these payments from your retired pay. You must make arrangement for payments by contacting your TRICARE regional contractor, who is one of the following:

PPC (RAS) Functions:

RAS Branch Responsibilities

Under the general direction and supervision of the PPC Operations Division, the Chief, PPC Retiree and Annuitant Services Branch shall:

  1. Provide personnel and pay support and services to USCG, USCGR, PHS, and NOAA retirees and annuitants.
  2. Provide pay support to former spouses covered under the Former Spouse Protection Act (FSPA).
  3. Provide determinations of ID card eligibility for former spouse initial determinations, incapacitated children, parents and parents-in-law.
  4. Provide complete paperwork and manage all Coast Guard Reserve personnel accounts once they've entered the RET-1 (Retired, With Pay at Age 60) status and RET-2 (Retired, Awaiting Pay at Age 60) status.
  5. Execute alimony, child support, bankruptcy, and IRS tax levy garnishments.
  6. Provide accounting reports to Coast Guard Headquarters, Finance Center, the Financial Accounting and Review branch, and other internal stakeholders.
  7. Provide reports to outside stakeholders, i.e. Internal Revenue Service, Census Bureau, as requested.
  8. Provide complete paperwork and manage all Coast Guard Reserve personnel accounts once entered as complete.

​All members are required to take pre-separation counseling on the Learning Management System (LMS) or a transition seminar. Members are authorized to begin their transition one year out from separation or two years out from retiring. Retiree\Veterans Events Schedule

The Retiree\Veterans Events Schedule includes a worldwide listing of retiree appreciation days (RAD), seminars, town hall meetings, stand downs, clinics, resource\career fairs and other military retiree\veterans related events. The schedule is updated on an almost daily basis to include advertised retiree\veterans events that are obtained from .GOV, .MIL, veterans service organizations' websites and input from interested personnel.

Retirement Forms and Worksheets

The forms and worksheets necessary to process your retirement and start your retirement pay are listed in the Retirement Package (download from https://www.dcms.uscg.mil/Portals/10/CG-1/PPC/RAS/retpack.pdf). The forms can be accessed online via PPC's web site (https://dcms.uscg.mil/ppc/pd/forms).

Please complete the forms and worksheets legibly. We strongly recommend you fill them out online using the Adobe Acrobat program on the Coast Guard Standard Workstation. Completion of form Coast Guard, PHS, & NOAA Retired Pay Account Worksheet and Survivor Benefit Plan Election (CG-4700) is mandatory to establish your account so you can be paid on time. Effective January 1, 2019, PPC (RAS) will accept a scanned, emailed, or faxed copy of Form CG-4700, provided an SBP Spousal Concurrence (Section VII) is NOT required. If you decline to elect SBP coverage, elect less than the maximum coverage, or elect child-only coverage while having an eligible spouse, PPC (RAS) will continue to require the original CG-4700 with spousal concurrence (signature) and notarized—with no exceptions. We’re hopeful this will allow for a more efficient process. Thank you. Please also make sure you are using the June 2019 (06/19) version of this form. Beginning on 1 July 2019, previous versions will be obsolete and will not be accepted.

Note: Retiree paydays are always on the first day of the month. If the first day of the month falls on a weekend, the pay date will move to the last business day of the payroll month.

Availability of Funds

The Department of Treasury's Financial Management Service (FMS) Kansas City Provides Payment, Collections and Financial Reporting services to the U. S. Coast Guard. FMS has recently undertaken a number of modernization efforts. One of these efforts is called Payment Application Modernization (PAM) which will help FMS process agency payment requests in a more efficient and cost effective manner.

In accordance with NACHA Operating Rules, consumer payments (i.e., Federal salary and travel payments, benefit payments) must be made available for withdrawal no later than the opening of business on the settlement date (provided the entries are made available to the Receiving Depositary Financial Institution (RDFI) by its ACH operator no later than 5:00 p.m. on the business day prior to the settlement date). Corporate payments (i.e., vendor payments, non-benefit payments) must be made available for withdrawal on the settlement date.
