Direct Access System Maintenance Planned
Direct Access (DA) will not be available for about 4 hours starting Thursday, 29 October 2020, at 2200 (Eastern Time). They system will available for use Friday, 30 October 2020, at 0200 (Eastern Time).
Subscribers to this list will receive notices and information on Coast Guard military pay and personnel policy and procedures. Subscribers will also be notified when active duty and reserve payslips are posted and of both scheduled and unscheduled outages affecting the Direct Access personnel system or the TPAX travel claim liquidation system. Additionally, subscribers will be updated when important information is posted to the Pay and Personnel Center's internet site.

Hardship Duty Pay-Restriction of Movement and other COVID-19 Pay and Allowances
ALCOAST 278/20 formally authorizes, as of 03 April 2020, HARDSHIP DUTY PAY-RESTRICTION OF MOVEMENT (HDP-ROM) and other temporary policy changes for several travel allowance, Food Service policy, and certain Special & Incentive (S&I) pays as part of the overall military effort to support our members and their families during the COVID-19 pandemic. The Pay and Personnel Center is now processing these claims in accordance with the following guidelines and procedures.

The Permanent Change of Station (PCS) Assist Team is now in place and PCS moves are now authorized through May 22, according to ALCOAST 147/20.

2020 Annual Review of Critical Housing Areas
The following is a list of MHAs and zip codes designated as Coast Guard Critical Housing Areas. IAW the Critical Housing Area BAH protection policy in Chapter Three of Critical Housing Areas, COMDTINST 11101.15, members with dependents issued PCS orders to a CHA-designated unit, or a unit located in a CHA-designated MHA with no intention to relocate their dependents to that unit may submit a Housing Allowance Protection Worksheet (CG-2025A) to CG PSC PSD-fs requesting housing allowances based on a location other than their new Permanent Duty Station (PDS). Note: Members authorized a housing allowance based on the payment of child support are not eligible to submit a CG-2025A under the CHA policy.

2020 Continental United States (CONUS) Cost of Living Allowance (COLA) Locations
CONUS COLA is a taxable supplemental allowance designed to help offset higher prices in the highest cost locations in CONUS that exceed the costs in an average CONUS location by 8 percent or more. The program affects approximately 20,000 Service members in 16 Military Housing Areas (MHAs) and 31 other counties in CONUS.

DOD Releases 2020 Rates for Basic Allowance for Housing, Basic Allowance for Subsistence, and Basic Pay
The Department of Defense has released the 2020 Rates for Basic Allowance for Housing, Basic Allowance for Subsistence, and Basic Pay. These rates will take effect on Jan. 1, 2020. Basic Allowance for Housing rates will increase an average of 2.8%, Basic Allowance for Subsistence rates will increase 0.9%, and Basic Pay will increase 3.1% over the entire force.
