Subscribers to this list will receive notices and information on Coast Guard military pay and personnel policy and procedures. November 2019 SWE Advancement Eligibility List

The November 2019 Servicewide Exam (SWE) Advancement Eligibility List is now available on PPC's (ADV) CGPortal page  (CAC enabled, logon required) or via this link:

October 2019 Reserve Servicewide Exam Advancement Eligibility List

The October 2019 Reserve Servicewide Exam (SWE) Advancement Eligibility List is now available via the CGPortal at:

The October 19 RSWE Advancement Eligibility List does not include EMPLIDs, but please remind members not to publish the list on internet or social media sites.  Also, please communicate that RSWE cutoffs are no longer used.  Thank you.

Enlisted Advancement Authorization (EPAA/ERAA)

All Coast Guard Enlisted (ALCGENL) message 162/20  announces enlisted advancements authorized effective 1 Sep 2020.

COs must notify PPC (ADV) via Admin OIX message, with a copy to PSC (EPM-1), to remove the member from the SWE advancement eligibility list prior to the advancement. Guidance is available in the Involuntary Withholding or Removal from SWE List Guide linked from the EPM-1 Advancement Portal Page:

About ADV

ADV Branch Functions: Under the general direction and supervision of the Chief, Customer Service Division, the Chief, Advancements Branch shall:

  1. Manage the CG Enlisted Advancement system, SWE testing process, Supplemental Advancement process,  and Striker program.
     
    1. See our Enlisted Advancements page for more information.
       
  2. Compile and provide advancement profile letters and Personnel Data Extracts (PDE) to CG enlisted personnel.
     
  3. Publish the PPC Advancement Newsletter.
     
  4. Prepare and mail all active duty and reserve Chief Petty Officer, Senior Chief Petty Officer and Master Chief Petty Officer certificates.

COVID-19: Temporary Suspension of Advancement Requirements for Leadership Courses

Chief Warrant Officer Professional Development (CWOPD) Course, COMDTINST 1500.1A, is updated to temporarily suspend paragraph 10.a. which requires all newly commissioned CWOs to attend and complete the CWOPD course within the first 18 months of commission. Enlistments, Evaluations, and Advancements COMDTINST M1000.2C, is updated to temporarily suspend paragraph 6.a.(2)(c) which requires all E-6 members to attend the CPOACAD prior to advancement to E-7.

Sea Duty for Advancement - Not the Same as Sea Time for Points

The sea/surf duty time for advancement and points are both calculated​ based on Direct-Access data entry (e.g., PCS report / depart dates, Surfman competencies, and Career Sea Pay start / stop dates). However, different rules apply as to when the "clock stops" with regard to periods of TDY away from the CSP eligible vessel.

Master Chief Advancement Panel Announcement - UPDATE 3

ALCGENL message 159/20 announces an update to the seven-year lookback wind for the Master Chief Advancement Panel (MCAP). The 2020 MCAP will convene on 24 August 2020. Therefore, all Electronically Imaged – Personnel Data Record documents and Enlisted Evaluation Reports with a date of 24 August 2013 to 24 August 2020 will be available for review.​ Visit the MCAP CG Portal page for more information.​

November 2020 Servicewide Examination (SWE) Announcement Message

All Coast Guard Enlisted (ALCGENL) message 143/20 announces the November 2020 SWE competition for all ratings, except MU, for advancement to pay grades E-5 through E-8. Commanding Officers (CO) must ensure dissemination of this message to all active duty enlisted members in their AOR. Members planning to participate in the SWE need to be aware of these requirements, as well as their responsibility to confirm they are met.
