COMMANDING OFFICER

Captain Andrew S. Joca

 

Base Honolulu Commanding Officer's PhotoCAPT Andrew Joca currently serves as the Base Honolulu Commanding Officer. His prior assignments include: Damage Control Assistant on the Coast Guard Cutter DAUNTLESS in Galveston, TX, e Rescue-21 Project Officer at CG Headquarters, Port Engineer at Naval Engineering Support Unit Miami, Engineer Officer of Coast Guard Cutter RESOLUTE in St Petersburg, FL, Planning and Real Property Branch Chief at Civil Engineering Unit Providence, RI, and Facilities Engineering Department Head at Base Kodiak, AK, and Office Chief for Contingency and Deployable Logistics at the Director of Operational Logistics.

Captain Joca graduated from the United States Coast Guard Academy with a Bachelor of Science degree in Civil Engineering in 1998 and earned his Master of Science in Project Management from The George Washington University in 2009. He is a licensed Professional Engineer in Rhode Island and Alaska, a certified Project Management Professional and a qualified National Incident Management System Type 2 Logistics Section Chief. 

Captain Joca's personal awards include two Meritorious Service Medals, a Commendation Medal, three Achievement Medals, two Arctic Service Medals and other personal and service ribbons. Captain Joca is a native of Middleburg, Florida.

EXECUTIVE OFFICER

Commander Timothy Dolan

 

Base Honolulu Executive Officer - Commander Timothy DolanCommander Dolan assumed the duties as Executive Officer for Base Honolulu in July of 2022. His previous assignment was at Base Portsmouth as the Facilities Engineering Department Head. In this assignment, CDR Dolan led a team of 38 civilian and military members responsible for facilities maintenance, environmental compliance, and the safety program at one of the Coast Guard’s largest Bases.

A native of Oahu, Hawaii, CDR Dolan graduated from the U.S. Coast Guard Academy in 2007 with a Bachelor of Science degree in Mechanical Engineering. His first assignment was as a Deck Watch Officer on USCGC KUKUI (WLB-203), homeported in Honolulu, HI. In 2009, he transferred to USCGC RUSH (WHEC-723), homeported in Honolulu, HI as the Weapons Officer. In 2011, he transferred to USCGC CHINCOTEAGUE (WPB-1320), homeported in San Juan, Puerto Rico, as the Commanding Officer. In 2013, he transferred to the University of Illinois to earn a Master of Science degree in Civil Engineering. In December 2014, he reported to Civil Engineering Unit Cleveland where he first served as the facility asset manager for mid-Atlantic Coast Guard units and later served as product line branch chief for all Coast Guard waterfront, shore operation and aviation facility assets.

CDR Dolan holds the following licenses and credentials: Professional Engineer (PE), Project Management Professional (PMP), Certified Facility Manager (CFM), Leadership in Energy and Environmental Design Associate Professional (LEED AP), DHS Program Manager Level 1, Master 1600 GT Vessels upon Open Oceans, and 3rd Mate Unlimited GT Vessels upon Open Oceans.

CDR Dolan's personal awards include the Coast Guard Commendation Medal (5), the Coast Guard Achievement Medal, and the Commandants Letter of Commendation.

COMMAND MASTER CHIEF

Master Chief Petty Officer Joshua D. Ewing

Base Honolulu Command Master Chief's Bio - MCPO Joshua D. EwingMaster Chief Joshua D. Ewing assumed the duties of Command Master Chief for Base Honolulu in July 2023. His primary responsibility is to advise the Base Commander on issues and initiatives pertaining to all Coast Guard Members and their families throughout Base Honolulu’s area of responsibility. Prior to this assignment, Master Chief Ewing served as the Aviation Maintenance Technician Rating Force Master Chief.

Originally from Santa Cruz, CA, MCPO Ewing enlisted in the U. S. Coast Guard on September 22, 1997. His previous assignments after graduation from recruit training at Cape May, NJ, include CGC CHASE in San Pedro, CA, CGAS Barbers Point, HI, CGAS Borinquen, PR, CGAS Barbers Point, CGAS Los Angeles, CA, Aviation Technical Training Center, NC, and CGAS Elizabeth City, NC, and CGAS Sitka, AK.

MCPO Ewing holds a Bachelor of Science Degree in Professional Aeronautics, a Master of Aeronautical Science Degree with an emphasis in Aviation Safety from Embry-Riddle Aeronautical University and is a Private Pilot. He is a graduate of the Coast Guard Chief Petty Officer’s Academy Class 185, the Coast Guard Senior Enlisted Leadership Course Class 51.

MCPO Ewing’s personal awards include two Meritorious Service Medals, three Commendation Medals with Operational Distinguishing Devices, a Coast Guard Achievement Medal with Operational Distinguishing Device, two Commandant’s Letters of Commendation with Operation Devices, eight Coast Guard Good Conduct Medals, a National Defense Service Medal, Armed Forces Expeditionary Service Medal, Global War on Terrorism Service Medal, two Humanitarian Service Medals, and 17 additional unit and team awards.
