Subscribers to this list will receive notices and information on Coast Guard military pay and personnel policy and procedures. Subscribers will also be notified when active duty and reserve payslips are posted and of both scheduled and unscheduled outages affecting the Direct Access personnel system or the TPAX travel claim liquidation system. This ALCOAST announces updates to the advancement policy and procedures related to the Enlisted Ratings Advancement Training System (ERATS).

Continued Suspension of CPOA Requirement for Advancement
CPOA sessions have returned to full capacity after COVID-19
closures, but a significant backlog of students will exist in the
short-term future. Until the backlog is resolved, members already
advanced to E-7 will receive the highest priority to allow them to
compete for E-8. Members above the cutoff for E-7 must follow
existing procedures to request CPOA and be ready to attend upon a
space available basis.

2022 Reserve Master Chief Advancement Panel Results
Commander, CG Personnel Service Center (CG PSC) approved the final report for the 2022 Reserve Master Chief Advancement Panel (RMCAP) convened on 17 October 2022. The list of eligible Senior Chiefs in ALCGPSC 136/22 is effective 01 January 2023 through 16 December 2023.

Coast Guard Announces FY 2023 Non-Monetary Enlisted Interventions
This ALCOAST details the results of the Military Workforce Planning Team (MWPT) non-monetary enlisted interventions. The MWPT convened in May 2022 to develop and recommend workforce policy interventions. The MWPT identified strategies for rates/ratings deemed to have personnel shortages that could negatively influence mission execution. MWPT deliberations considered factors from a broad spectrum of organizational needs.

Fiscal Year 2023 Reserve Enlisted High Year Tenure (R-HYT)
All Coast Guard Reserve (ALCGRSV) message 059/22 provides guidance on the Reserve-High Year Tenure program for fiscal year (FY) 2023. A FY 2023 panel will be held for eligible Reserve enlisted members
in the grades of E-7 and E-8. R-HYT is suspended for all other grades through FY 2023.

ALCOAST 368/22 announces the suspension of enlisted HYT for active duty members until January 1, 2025.
New Procedure for Opt Out of Advancement
This ALCOAST provides updates to policy for enhanced enlisted career flexibility by allowing members to opt-out of advancement without penalty or Personal Data Record documentation.
Change to Policy and Procedures for Servicewide Exam Points
ALCOAST 367/22 announces changes to Enlistments, Evaluations, and Advancements, COMDTINST M1000.2C and ACN 103/21 , and updates cancelation date of ACN 016/22. Specifically, this ALCOAST updates the policy and procedures for Service Wide Exam (SWE) Award Points, Sea/Surf Duty Points, and Incentive Points.

ETQC Training Advisory 010-22: FY23 CPO Academy Electronic Training Requests (ETRs)
This advisory provides procedures for requests to attend the CPO academy during fiscal year 2023. There will be no automatic slating in fiscal year 2023. ETRs (for the CPOA) submitted prior to 16 Sep 2022 have been deleted from Direct Access (DA).
