Welcome to the PPC ADV Data Integrity Newsletter. This newsletter will cover the top 10 issues our Data Correction team has seen over the last 12 months and provide you with direction on how to correct or prevent these issues at the field level. We appreciate all your hard work in the field and our goal with this newsletter is to provide you with all the tools you need to succeed!

About ADV

ADV Branch Functions: Under the general direction and supervision of the Chief, Customer Service Division, the Chief, Advancements Branch shall:

  1. Manage the CG Enlisted Advancement system, SWE testing process, Supplemental Advancement process,  and Striker program.
     
    1. See our Enlisted Advancements page for more information.
       
  2. Compile and provide advancement profile letters and Personnel Data Extracts (PDE) to CG enlisted personnel.
     
  3. Publish the PPC Advancement Newsletter.
     
  4. Prepare and mail all active duty and reserve Chief Petty Officer, Senior Chief Petty Officer and Master Chief Petty Officer certificates.

  5. Correct member data errors in Direct Access.
     
  6. Perform Service and Sea Service validations.

Per ALCGENL 075/21, the revised November 2020 Servicewide Exam (SWE) Advancement Eligibility List is now available on PPC's (ADV) CGPortal page (CAC enabled, logon required).

1-SWE coming soon

The active duty enlisted workforce will soon see a change in how often junior petty officers compete for advancement. Beginning with the May 2022 servicewide exam (SWE), the Coast Guard will move to an annual examination, eliminating the November SWE, for all active duty enlisted members competing for advancement to E5 through E8, an effort known as the 1-SWE .

Sea Duty for Advancement - Not the Same as Sea Time for Points

The sea/surf duty time for advancement and points are both calculated​ based on Direct-Access data entry (e.g., PCS report / depart dates, Surfman competencies, and Career Sea Pay start / stop dates). However, different rules apply as to when the "clock stops" with regard to periods of TDY away from the CSP eligible vessel.

Meritorious Advancement of Enlisted Personnel

The Meritorious Advancement Program (MAP) is a talent management program designed to recognize superior performance and exceptional adherence to our core values that, in an Advancement Authority’s judgment, clearly warrant advancement. MAP provides the process to advance Petty Officers without participation in the servicewide examination (SWE) competition. Meritorious advancement is limited to pay grades E-4 and E-5 to the next higher paygrade

Coast Guard Implements Master Chief Advancement Panel for Advancement to E-9

ALCGENL 220/19 announces the implementation of the Master Chief Advancement Panel (MCAP) for advancement to E-9. The MCAP will convene annually, beginning in 2020, to select eligible active duty Senior Chief Petty Officers for advancement to Master Chief Petty Officer.​
