SPECIFIC AUTHORITIES
1. Per REFs (A and B), this ALCOAST clarifies the process for
requesting an extension to Temporary Lodging Expense (TLE) for up
to 60 days for Military Housing Areas (MHA) impacted by a severe
housing shortage. The authority for TLE extensions can be found
in REF (C) and the Presidential declared national emergency,
Proclamation 9994. TLE extensions are only authorized after
approval by the Per Diem Travel and Transportation Allowance
Committee (PDTATAC), and are not retroactive. It is important
to start the TLE extension request process early.
2. All TLE extension requests must show a valid shortage in housing
availability for each requested MHA. Insufficient Basic Allowance
for Housing (BAH) is not a justifiable reason for any command to
request a TLE extension. Each TLE extension is a Joint Service
effort and MHAs with DoD personnel will be coordinated
with the respective uniformed services. Commanding Officers (CO)
/Officer in Charge (OIC), in coordination with local housing
officers, are the only personnel authorized to submit a formal TLE
extension request to COMDT (CG-1332) in accordance with the
TLE submission process outlined below. Delegation is not authorized.

4. Internal TLE extension routing process for commands that have
members inbound and are experiencing housing shortages in their MHA.
   a. Local CO/OICs, in collaboration with the local housing 
officer, will send the documentation outlined below to COMDT
(CG-1332) at: HQS-DG-LST-CG-1332-TRAVEL@uscg.mil.
   b. The following Per Diem calculation must be used:
Maximum Per Diem amount (x) number of personnel inbound during the
requested period (x) number of days requested. COs/OICs will submit
the completed and signed TLE extension request form, supporting
documentation and housing officer certification of estimated number
of properties available and other pertinent information to
COMDT (CG-1332).
5. Internal and external TLE extension process for COMDT (CG-1332).
   a. Upon receipt, COMDT (CG-1332) reviews each TLE request form
confirming the subject MHA has a valid housing shortage and the
submitted documentation is accurate. All TLE extension requests
containing inaccurate information will be returned to the submitting
command for resubmission/correction/clarification.
   b. TLE extension forms reviewed and approved by COMDT (CG-1332)
are forwarded to each of the Uniformed Service DoD 
representatives for review. After receiving input and approval from
a majority of the Uniformed Services representatives, COMDT 
(CG-1332) forwards the TLE extension requests to PDTATAC for review
and creation of a formal MAP (Military Advisory Panel) item.
6. MAP Item Process.
   a. TLE extension requests that are MAP items receive comments
and votes from the Uniformed Services MAP representatives. After
votes are received, PDTATAC will request a formal response from the
Uniformed Services Principal, including COMDT (CG-1). TLE principal
packages are then sent to the PDTATAC Chair for final review and
approval.
7. COMDT (CG-1332) will notify the CO/OIC of the status of their
request. All approved TLE extension locations are published on COMDT
(CG-1332)'s webpage.

8. Members transferring to MHAs that have an approved TLE extension
should ensure the following statement is included in their PCS order
notes or an amendment to their PCS orders, provided by their 
servicing personnel admin office: "Member is transferring to an 
approved TLE extension area IAW 050601.B of the JTR." The above
statement and authority only apply to personnel who are transferring
to a Permanent Duty Station (PDS) in a MHA with an approved TLE
extension.
