A New Power Tool for Coast Guard Officers – and some important deadlines!

No batteries or accessories required: the Deputy Commandant for Systems (DCS) Officer Evaluation Report (OER) PowerApps Tool is ready!

This tool is designed to document the routing and processing of OERs within DCS and increase visibility on overdue evaluations.

This tool is required for all DCS personnel and will only be superseded by a Coast Guard wide tool published by the Officer Evaluations Branch (OPM-3).

Here’s some very important things you should know:

In accordance with DCSINST 1611.A, all officers assigned to DCS are required to set up their accounts by completing these steps prior to January 15th, 2026:

  1. Log into your OneDrive account.
  2. Access the DCS OER PowerApps Tool here: DCS OER PowerApps Tool
  3. From the menu, select “New OER” to begin setting up your profile (follow the User Guide for more details).

OER Process and Deadlines:

DCSINST 1611.A outlines the following key deadlines for OER routing:

  • Reported On Officer (ROO): Must forward the OER to their supervisor no later than 21 days before the end of the reporting period.
  • Supervisor: Must forward the OER to the Reporting Officer within 10 days after the end of the reporting period.
  • Reporting Officer: Must forward the OER to the Reviewer within 30 days after the end of the reporting period.

Lastly, a note: This tool is for internal DCS routing only. After the OER is fully routed and signed within the DCS OER PowerApps tool, all members must still submit their final OER to OPM-3 or RPM-3 through the official channels.
