PORTSMOUTH, Va., Aug. 27, 2026 —
The Coast Guard celebrated a time-honored tradition on Aug. 3, as Capt. Christopher J. Hulser assumed command of the Operational Logistics Command (LOGCOM) and was promoted to the rank of rear admiral (lower half).
The promotion and change of command ceremony took place at Coast Guard Base Portsmouth. Rear Admiral Jon P. Hickey, who serves as the deputy commandant for systems, component acquisition executive and chief acquisition officer, was the presiding official.
Hulser took over command of LOGCOM from Amy Graveley, who steadfastly served as the acting commander since December 2025 in addition to her duties as deputy commander.
Graveley expertly guided LOGCOM in its mission to deliver operational logistics for Coast Guard steady-state, contingency and expeditionary operations globally. Under her leadership, the command has ensured seamless business processes across logistics centers, service centers and 22 base commands worldwide.
During her tenure, LOGCOM achieved several monumental milestones in supporting Coast Guard operational readiness. Graveley led the command through periods of fiscal uncertainty by maintaining transparent communication with the workforce during government funding lapses.
Under her leadership, LOGCOM supported Operation Epic Fury by relocating personnel and cutters formerly assigned to Patrol Forces Southwest Asia and establishing operations in Singapore. The command also procured $6.8 million in equipment for nearly 1,300 personnel supporting Operation Ready Eagle and coordinated critical airlift for Coast Guard cadets participating in Sail 250. Additionally, LOGCOM streamlined internal processes by establishing the Coast Guard's first Centralized Reserve Servicing Pay Office, while executing global strategic airlift and freight operations to sustain missions across multiple combatant commands.

Hulser, a 29-year veteran of the Coast Guard, has demonstrated exceptional leadership throughout his career. A seasoned aviator and accomplished officer, his assignments have included service at five Coast Guard air stations, military aide to the 24th commandant, a joint services tour with U.S. Northern Command (J3), director of military personnel, executive assistant to the 27th and 28th commandants and most recently, assistant commandant for workforce management.
His breadth of operational, educational and interagency experience uniquely positions him to lead LOGCOM into the future.
