July 5, 2026 —
On June 2, the Coast Guard’s Facilities Design and Construction Center, a field command under the direction of Program Executive Office Shore, awarded an indefinite delivery, indefinite quantity contract for professional architect-engineering services to support Department of Homeland Security and Coast Guard construction projects over the next decade. The contract, termed the DHS Architecture and Engineering Multiple Award Indefinite Delivery, Indefinite Quantity Task Order Contract III, has a total potential value of $1 billion and will support critical construction efforts across the United States and U.S. territories.
Thirteen companies, including four small businesses, received awards and will compete for future task orders for architect-engineering services. The new contract is a DHS strategic sourcing vehicle that builds on the successes achieved through the DHS Architecture & Engineering II contract that will expire in 2027.
Like its predecessor, the DHS A/E IDIQ MATOC III contract will support the department’s needs for professional design services in a way that streamlines the procurement process and reduces the procurement timeline by using existing IDIQ contracts that meet federal acquisition regulations. DHS strategic sourcing vehicles facilitate relationships with awardees to increase familiarization with construction requirements and goals, leading to more competitive pricing and improved project execution due to competition among highly qualified firms.
Contracts were awarded to the following firms:
- WSP HDR, a Joint Venture
- TranSystems Corporation
- Collins—Mott Macdonald-STV DHS AE JV
- M&N-Stantec Nationwide JV
- Jacobs Government Services Company
- The Haskell Company
- Clark Nexsen Michael Baker JV
- CDM Federal Programs Corporation
- AECOM Technical Services, Inc.
- Reid Middleton Inc. (small business)
- M.J. Engineering (small business)
- The Johnson-McAdams Firm P.A. (small business)
- Colby Co. LLC UEI (small business)
The Coast Guard is making historic investments into the service’s nationwide inventory of shore facilities and infrastructure with the support of funding made available through Fiscal Year 2025 Reconciliation, the Infrastructure Investment and Jobs Act, and annual appropriations. This architect-engineering services contract will directly support these efforts as well as similar efforts across the Department of Homeland Security and DHS components.
