Center for Homeland Defense and Security (CHDS) - Emergence Program
A unique opportunity for homeland security/public safety professionals in the early stages of their career to explore "emerging" trend in the world around us - e.g. technology, environment, and terrorism. Target audience: GS 9-13 with between 3-15 years of federal work experience in any area (does not need to be homeland security related)
Center for Homeland Defense and Security (CHDS) - Master's Degree Program
The CHDS Master's Degree Program focuses on building collaboration among local, tribal, state, and federal leaders who develop strategies, plans, and programs to prepare and respond to national security threats and catastrophic events. This is an 18-month program that requires two weeks of residency per quarter (total of 12 weeks) at either the Naval Postgraduate School in Monterey, CA or in the National Capital Region (at the Bolger Center outside of Washington, DC), with the remainder of the work completed online. This degree is fully funded by a FEMA grant. More details can be found here.

Defense Civilian Emerging Leaders Program (DCELP)
The Defense Civilian Emerging Leader Program (DCELP) provides training to the next generation of Department of Defense (DoD) and the U.S. Federal interagency leaders. DCELP fills a critical need by enabling the DoD and interagency partners to focus on leader development at the entry and emerging leader level of the civilian workforce. Target audience: GS7 and GS12, or equivalent. Program is best suited for those in the Acquisition, Financial Management, and Human Resources communities.

The Executive Leader Program, conducted by the Graduate School, USA, provides leadership and managerial training and development opportunities for employees who have a high potential to be a future federal manager. Target audience: GS 11-13, Non-appropriated Fund (NAF) NF 4-5 members who are not supervisors or are new supervisors with less than one year of supervisory experience, and equivalent wage grade levels (WG and WL 10-15).

As officers and civilians transition to roles of greater responsibility and broader impact, their leadership abilities and approach must evolve to handle more complex leadership challenges. Target audience: O-3s and GS-12s (or other civilian schedule equivalent). However O-4s and GS-13s that have recently assumed supervisory roles are encouraged to apply. Reserve O-3s and O-4s are eligible to apply.
