Civilian Hiring Process (FedHR)

 

Initiating Recruitment Requests in FedHR

Supervisors are required to initiate, upload supporting documents, digitally sign, and submit HR requests directly within FedHR before reassign the case to the CRC and servicing HR Specialist for processing. USCG.AskHR@uscg.mil will no longer be a part of the submission process but will remain available to answer questions as necessary.

 

The FedHR Supervisor Guide provides step-by-step instructions and system screen shots of the entire recruitment request process. Below is a brief summary of Section 6 of the Guide. 

 

 

 

6.1. Recruitment Request Introduction - Provides an overall intro to the recruitment process.

 

6.2. Recruitment Package - Defines a complete and appropriately signed recruitment request package. A complete recruitment package consists of:

  1. Request For Personnel Action (SF-52), which is electronically embedded in the FedHR case, should reflect:

    • Name and signature (digital signatures are acceptable) of the first level supervisor in Part A block 5 (Action Requested By)

    • Name and signature (digital signatures are acceptable) of the second level supervisor in Part A block 6 (Action Authorized By)

    • Name and signature (digital signatures are acceptable) of the unit’s Civilian Resource Coordinator (CRC) in Part C block A (Reviews and Approvals)

       

  2. Classified Position Description (including signed OF8). The hiring process timeline does not begin until the position description is classified.

     

  3. Recruitment Checklist – Complete PART A only. After clicking on the link, you have the option to Open, Save, or Save As the document. If you click on Open, when the document populates, click on Enable Content (if warning shows), then you can Save As the document onto your desktop or work folder so it will no longer be in Read Only format. If you click on Save As when the document populates, click on Enable Content (if warning shows), then click on Edit Document, then you can Save As the document onto your desktop or work folder so it will no longer be in Read Ony format.

6.3. Initiating a Recruitment Request - Outlines step-by-step instructions for first level supervisors to follow when initiating recruitment requests in FedHR.

 

6.4. Signing SF‐52 and Reassigning Recruitment Request - Includes instructions on how to sign the SF-52 electronically and defines the routing process between the first line supervisor, second line supervisor, Civilian Resource Coordinators, and HR Specialists. Instructions for uploading documents, such as the PD and Recruitment Checklist, are also provided.

 

CG-1211 is currently documenting the internal recruitment request process between the end of Section 6.4 and the beginning of Section 6.5 of the FedHR Supervisor Guide. Once finalized, the steps will be added to this page.

 

6.5. Recruitment Request Complete - States that all cases will be closed by the servicing HR Specialist upon setting a start date for a new hire or determining that the position will not be filled at this time.
