Base Charleston


Jim Pafford reported as the Base Charleston Executive Officer in July 2018. His previous tour was the Comptroller and Base Operations Officer at Base Honolulu, Hawaii. In that role, he oversaw all financial management, security, logistics, property management, galley operations, port services, and Base operations for the 14th Coast Guard District.


Upon graduating from the U. S. Coast Guard Academy with a Bachelor’s Degree in Mechanical Engineering, LCDR Pafford reported to CGC RESOLUTE (WMEC 620) in St. Petersburg, Florida where he served as a Deck Watch Officer. In 2006, he deployed to the Middle East as the Executive Officer of CGC WRANGELL (WPB 1332) in support of Operation Iraqi Freedom and Operation Enduring Freedom in the Horn of Africa. He returned to St. Petersburg, FL to serve as the Commanding Officer of CGC HAWK (WPB 87355), where he earned his Permanent Cutterman Designation.


In 2011, LCDR Pafford earned a Master's Degree in Business Administration from George Washington University as a Potomac Fellow. His first financial management tour was the Comptroller for TISCOM and he fleeted up to supervise the financial execution for the C4IT Service Center, C3CEN, TISCOM, and OSC Martinsburg. He was instrumental in helping with the initial standup of the C4IT Service Center and the streamlined financial execution for all CG-6 commands. In 2013, he returned afloat as the Operations Officer of CGC DILIGENCE (WMEC 616) in Wilmington, NC.


LCDR Pafford’s personal awards include five Coast Guard Commendation Medals, one Coast Guard Achievement Medal, and the Commandant’s Letter of Commendation. He holds the Certified Government Financial Manger (CGFM) certification. Jim grew up in Florida and has been married to Jessica Pafford for ten years. Together, they have three children - Kenzie (7), Bo (5), and Annabelle (2).
