Business Opportunities

System for Award Management

The Surface Forces Logistics Center (SFLC) posts contract opportunities for services exceeding $15,000 annually. These opportunities are now published on SAM.gov, the official U.S. government site for federal procurement notices. Vendors can search for SFLC-related solicitations using NAICS code 336611 (Shipbuilding and Repairing) and other relevant codes.

Visit SAM.gov to view current SFLC contracting opportunities, including solicitations, awards, and procurement forecasts.

Acquisition Planning Forecast System

SFLC participates in the Acquisition Planning Forecast System (APFS) to provide visibility into upcoming procurement actions. APFS allows vendors to view planned acquisitions and prepare for future opportunities. Please note that all forecasted information is subject to change and does not guarantee contract award.

The updated APFS site is available at https://apfs-cloud.dhs.gov/. For specific inquiries, vendors should contact the program office listed in the forecast entry.

Standard Specifications

Standard Specifications

SFLC Standard Specifications are an explicit set of requirements for an item, material, component, system or service, formalizing the technical aspects of a procurement agreement or contract and available for public use or reference. It precisely defines the particular needs to be satisfied, or essential characteristics that SFLC ESD requires (in goods, materials, methods, processes, services, systems, or specific work) which a commercial vendor must deliver. Standard Specifications are written with emphasis on technical requirements as well as compliance with Federal Acquisition Regulation, and in a manner that enables both SFLC and the vendor (or an independent certifier) to measure the degree of conformance. Standard Specifications are intended to be used for all commercial purchases of defined items or services.
