The Procurement and Contracting (P&C) Department procures all supplies and services up to the Simplified Acquisition Threshold (SAP) of $250K and construction up to $35K.  The P&C Department has government purchase cardholders and warranted contracting officers. 

The Senior Field Contracting Officer (SFCO)/Department Head provides management, procurement services, and mission support to the U.S. Coast Guard East District Regional Support Team (RST) and Supported Units.

U.S. Coast Guard East District RST covers VA, NC, PA, NJ, DE, and MD.

RST Support Units Consists of:

  • Base Portsmouth (U.S. Coast Guard East District RST Lead Base)
  • Base Elizabeth City
  • Base National Capital Region
  • Comptroller & Base Operations Departments
  • Procurement & Contracting Departments
  • Financial Management & Procurement Services Team Members distributed throughout U.S. Coast Guard East District
