The 2019-2023 Diversity & Inclusion Action Plan (DIAP) is intended to lay out the framework for the Coast Guard’s next major initiatives that bring D&I topics to forefront of our service members’ minds. The DIAP emphasizes the five inclusive habits of Fair, Open, Cooperative, Supportive, and Empowering (FOCSE). By building on these habits, we create a culture of acceptance and understanding, crucial to securing the future of our workforce. Additionally, this plan establishes D&I goals, holistic strategies, and measures of success to produce meaningful and sustainable transformation. The focus of the Plan is to operationalize inclusive behaviors and provide tangible resources to help command cadre, Leadership, Diversity and Advisory Councils (LDACs) and the Total Workforce improve the work environment for the entire Coast Guard workforce.
The DIAP is based on three Lines of Effort (LOE):
a. LOE 1. Development of D&I Acumen: Broaden our current scope of D&I focus areas from a basic understanding to an increased level of understanding to build common ground.
b. LOE 2. Strengthen Leadership D&I Awareness and Accountability: Arm leaders with tools to instill demonstrated accountability for D&I performance and progress at the unit level.
c. LOE 3. Build and Maintain an Inclusive Total Workforce: Enable the organization to achieve workforce sustainability by implementing actions to attract and retain a diverse and inclusive workforce.
The Office of Diversity and Inclusion (CG-127) has developed three resources to assist leaders and members to begin conversations, influence change, and lead inclusively. The two handouts exemplify how to “Operationalize Inclusive Behaviors.” These documents will be used as tools to pinpoint the importance of a diverse workforce and identify inclusion as a mission advantage. The “D&I Leadership Guide” will equip leaders with tools to discuss the DIAP and start D&I conversations.
