DHS and DoD appropriated & non-appropriated civilians employees (current and retired) and their dependents.
Military and Civilians of Foreign Nations on orders from the USA Armed Forces and their dependents.
Former POW’s, spouses of current POW’s and their dependents.
Coast Guard Auxiliarists
ROTC Cadets, DHS & DoD Contract/Technical representatives while working at Coast Guard unit.
