Travel and leave policy returns to pre-pandemic status
With the exception of unofficial foreign travel, the Coast Guard has returned travel and leave approval procedures for military member to pre-pandemic status. All members should continue to make travel decisions based on the most recent travel guidance from the Centers for Disease Control (CDC).

COVID-19: Calendar Year 2021 Travel and Leave SITREP 2
This ALCOAST cancels SITREP 1 (ALCOAST 046/21) and revises procedures for
foreign/domestic leave and travel. Due to current trends of
the pandemic combined with the national vaccination effort,
leave and travel approval policies, except for unofficial
foreign travel, are returned to pre-pandemic status. However,
leave and travel approving officials should weigh individual
member vaccination status (vaccinated versus un-vaccinated)
and site specific location COVID-19 conditions when conducting
readiness risk assessment and approving leave and travel requests.

Known Issue: Coast Guard Standard Meal Rate (CGSMR) Auto-Start
If a member’s PCS Transfer Job Data row is not built (should populate upon the approval of the PCS Reporting endorsement), the CGSMR will not automatically start. If this occurs, a help ticket must be submitted to PPC to have the PCS Transfer Job Data row manually added. The SPO MUST manually start CGSMR. The SPO does not have to wait for the Job Data row to be added.

Good to go: USCG authorizes PCS and HHG shipments for 2021
PCS and household good shipments are authorized until further notice, and the Coast Guard is optimistic that the 2021 PCS season will go smoothly.
Key initiatives from last year will remain in place to support members relocating due to permanent change of station (PCS) orders. Meanwhile, a New Shipmate Form will help units make the transition easier for their new members.

Assignment Year 2021 PCS and HHG Shipments - SITREP
ALCOAST message 030/21 provides information and resources for Coast Guard members transferring in the upcoming assignment year. While the information provided in the message will be of particular interest to those transferring in AY21, it also includes critical information to commands, supervisors, and SPO/ADMIN offices to assist their members in planning, preparing for, and executing PCS orders.

2021 PCS Mileage (MALT) and TDY Mileage Rates
Effective 1 January 2021, the MALT (monetary allowance in lieu of transportation) rate per authorized POC (privately owned conveyance) is $0.16 (sixteen cents) per mile. This rate is effective for all PCS travel that commences on or after 1 January 2021 (i.e., the initial travel is started). TDY mileage rates changed on 01 January 2021. The new TDY rates shown in the article.

Vehicle Processing Center (VPC) Selection for Government Funded Shipment of POVs
ALCOAST 465/20: COVID-19: Temporary Change to the CG Supplement to JTR - Vehicle Processing Center (VPC) Selection. Due to the effects of COVID-19 to the shipping and transportation industry, the mandatory use of the closest VPC is temporarily relaxed until 31 Dec 2021. Members may utilize the VPC of their choosing as long as that facility is the closest to their old PDS, new PDS, or along the direct route between the two.

2021 Dislocation Allowance (DLA)
The purpose of DLA is to partially reimburse a member for the expenses incurred in relocating the household on a PCS, ordered for the Government's convenience, or incident to an evacuation. This allowance is in addition to all other allowances authorized in this Joint Travel Regulation (JTR) and may be paid in advance.
