The Coast Guard’s Facilities Design and Construction Center (FDCC) awarded a contract to The Whiting-Turner Contracting Company Aug. 14 for design and construction of new homeport facilities to support the expansion of operations in Sitka, Alaska. This contract, with a total value of $50.475 million, includes waterfront and shore facilities improvements and associated infrastructure necessary to support one fast response cutter (FRC), one 225-foot seagoing buoy tender (WLB) and aids to navigation assets. Construction is expected to be substantially completed in 2028.
Shore facilities and infrastructure are key facilitators of Coast Guard mission success. These infrastructure improvements will enable Coast Guard cutters and aids-to-navigation assets to conduct safety and security missions throughout the Coast Guard Arctic District area of responsibility.
Specific improvements will include:
- A new 250-foot wharf, including utilities, lighting, shore tie connection services, mooring hardware and fendering, to support WLB operations.
- A new 200-foot floating dock to accommodate an FRC, which will be connected by gangway to the WLB wharf.
- Construction of a new boat bay building to house and maintain FRC cutter boats.
- An approach pier and moorings necessary to connect shore access to the new wharf and dock.
- Minor demolition of existing, outdated facilities and utility and site work to secure the expanded footprint.
These new investments were made possible through extensive engagement with the City of Sitka and the local community and the acquisition of 1.2 acres of land that abutted the facility from the Alaska Department of Education and Early Development in April 2025. The expanded property reduces spatial constraints and accommodates the new waterfront and shoreside improvements necessary to support Coast Guard assets and crews.
The FDCC is a field command under the Coast Guard Program Executive Office Shore (CG-SHORE), dedicated to delivering new shore facilities construction and major recapitalization projects. The FDCC is responsible for all phases of project execution including planning, design, procurement contracts, construction and facility commissioning. As part of the Force Design 2028 initiative, the FDCC and the Shore Infrastructure Logistics Center (SILC) were incorporated into the new CG-SHORE domain, one of five program executive offices that were established under the Systems Integration Directorate to implement a fully integrated, systems-based approach to asset lifecycle management.
