Coast Guard awards contract to construct HC-130J hangars at Air Station Barbers Point, Hawaii

The Coast Guard’s Facilities Design and Construction Center (FDCC) awarded a contract Sept. 15 to The Whiting-Turner Contracting Company for design and construction of two new membrane tension hangars and associated facilities to support HC-130J operations at Air Station Barbers Point, Hawaii.

The contract, with a total value of $68.857 million, includes construction of two hangars to provide fully enclosed, weather-protected facilities to repair, service and shelter HC-130J aircraft assigned to the air station. The contract also includes the construction of an aviation materials office as well as aircraft maintenance shops, new office space for air station personnel, a locker room, and load cages to be built near the hangars.

The Coast Guard’s current hangar facility is limited to partial enclosure of one HC-130J aircraft, meaning that the four aircraft assigned to the air station are routinely exposed to the corrosive saltwater environment. The new hangars will provide needed long-term protection and improved maintenance facilities for the HC-130Js, support critical heavy air transport missions, and meet long range maritime surveillance patrol requirements across the vast Oceania District. Construction is expected to begin in 2026 and will be completed in early 2028.

The FDCC is a field command under the Coast Guard Program Executive Office (PEO) Shore, dedicated to delivering new shore facilities construction and major recapitalization projects. The FDCC is responsible for all phases of project execution including planning, design, procurement contracts, construction and facility commissioning. As part of the Force Design 2028 initiative, the FDCC and the Shore Infrastructure Logistics Center were incorporated into the new PEO Shore domain, one of five program executive offices that were established under the Systems Integration Directorate to implement a fully integrated, systems-based approach to asset lifecycle management.
