Coast Guard awards contract to construct new family housing units at Station Portage

The Facilities Design and Construction Center (FDCC) awarded a contract Sept. 23 to Barlovento LLC for design and construction of new multiplex family housing units at Station Portage, located in Dollar Bay, Michigan. The contract, with a total value of $12.9 million, includes phased demolition of current housing units at the station and construction of seven modernized and energy-efficient three-bedroom and four-bedroom housing units as well as relocation of two existing shed structures, replacement of the on-site playground equipment, and improvements to the parking lot, utilities, and the residential septic system.

Construction is scheduled to be complete in 2028.

Station Portage provides critical capability in the region, supporting numerous search and rescue cases and law enforcement boardings each year and maintaining 97 aids to navigation, including 13 lighthouses, throughout the station’s area of responsibility.

The FDCC is the only Coast Guard command dedicated to executing new shore facilities construction and major recapitalization projects. FDCC is responsible for all phases of project execution including planning, design, procurement contracts, and construction.

As part of the Force Design 2028 initiative, the Shore Infrastructure Logistics Center and the FDCC were incorporated into the new Program Executive Office Shore, one of five program executive offices that were established under the Systems Integration Directorate to implement a fully integrated, systems-based approach to asset lifecycle management.
