Direct Access Maintenance Scheduled
Direct Access (DA) will not be available from 9:00 PM (Central Time) on Thursday, March 4, 2021 until 1:00 AM (Central Time), Friday, March 5, 2021. The system will be offline for routine server maintenance.
Subscribers to this list will receive notices and information on Coast Guard military pay and personnel policy and procedures. Subscribers will also be notified when active duty and reserve payslips are posted and of both scheduled and unscheduled outages affecting the Direct Access personnel system or the TPAX travel claim liquidation system. All Coast Guard Enlisted (ALCGENL) message 023/21 announces enlisted advancements authorized effective 1 March 2021. There is a spreadsheet available on PPC's Advancement CG Portal site that you can sort by unit or SPO for your convenience.
Disenrolled from TRICARE Select? Here's How to Reinstate Your Coverage
As of Jan. 1, 2021, TRICARE Select Group A retirees are required to pay enrollment fees each month. If you didn't set up your enrollment fees for TRICARE Select or TRICARE Overseas Program Select coverage last year, you were disenrolled from your plan effective Dec. 31, 2020. If you want to have TRICARE Select coverage this year, you must request reinstatement with your TRICARE contractor.

ALCOAST 046/21 provides all Coast Guard (CG) members with travel and leave policy as it relates to the 2019 Novel Coronavirus (COVID-19). The intent of the ALCOAST is to revise procedures for leave and foreign travel.

Revised Cutoffs for November 2019 Servicewide Exam (SWE) Announced
All Coast Guard Enlisted Message (ALCGENL) 022/21 provides the cutoff number (ADV sequence) and the name of the member at the cutoff position for the respective rate.
Revised Cutoffs for May 2019 Servicewide Exam (SWE) Announced
ALCGENL message 021/21 provides the cutoff number (ADV sequence) and the name of the member at the cutoff position for the respective rate from the May 2019 SWE Advancement Eligibility List and the 2019 MU Advancement Eligibility List with exception of BM2 which uses the supplemental List.
Revised Cutoffs for Appointment to Warrant Grade
Service need necessitated review of the cutoffs established for the 2020 Warrant Officer Appointment Cycle (1 June 2021 through 31 May 2022). As a result, the cutoffs established in ALCGPSC 080/20 are revised and published in ALCGPSC 014/21.

2021 Annual review of critical housing areas
This ALCGPSC announces the Military Housing Areas (MHA) and zip codes meeting the eligibility criteria for designation as a CHA. This ALCGPSC applies to all areas in the continental United States where dependents are authorized to accompany service members.

TRICARE Select Group A Retiree Enrollment Fee Payments Due Now
The Coast Guard is now able to accept TRICARE Select fees by allotment directly from military retired pay. However, this allotment must be completed by contacting your TRICARE contractor.

This message promulgates a new manual (Reserve Duty Status and Participation Manual, COMDTINST M1001.2), a new instruction (Electronic Based Distributed Learning Instruction, COMDTINST 1500.7) and a new edition of the Reserve Policy Manual, COMDTINST M001.28D.

Changes to Rated Sea Time for Advancement to DC, EM, ET, and MK Ratings
ALCOAST ACN 012/21 announces updates to Enlistments, Evaluations, and Advancements, COMDTINST M1000.2 (series) regarding rated sea time for advancement in DC, EM, ET, and MK ratings. The new requirements are: a. E-6 – DC, EM, ET, MK – 12 months in designated rating in any paygrade. b. E-7 – DC, EM, ET, MK – 36 months in designated rating in any paygrade. The new sea duty requirements will go into effect for the May 2023 SWE.
