Direct Access (DA) will not be available from 9:00 PM (Central Time) on Thursday, March 4, 2021 until 1:00 AM (Central Time), Friday, March 5, 2021. The system will be offline for routine server maintenance.
Subscribers to this list will receive notices and information on Coast Guard military pay and personnel policy and procedures. Subscribers will also be notified when active duty and reserve payslips are posted and of both scheduled and unscheduled outages affecting the Direct Access personnel system or the TPAX travel claim liquidation system. 2021 Military Basic Pay Increase
On, January 1, 2021, the full Senate, by a vote of 81-13, overrode President Trump's veto of the National Defense Authorization Act for 2021. The House did the same on Monday by a vote 322-87. The bill is now law securing the 3.0 percent military pay raise for 2021.
2021 PCS Mileage (MALT) and TDY Mileage Rates
Effective 1 January 2021, the MALT (monetary allowance in lieu of transportation) rate per authorized POC (privately owned conveyance) is $0.16 (sixteen cents) per mile. This rate is effective for all PCS travel that commences on or after 1 January 2021 (i.e., the initial travel is started). TDY mileage rates changed on 01 January 2021. The new TDY rates shown in the article.

Vehicle Processing Center (VPC) Selection for Government Funded Shipment of POVs
ALCOAST 465/20: COVID-19: Temporary Change to the CG Supplement to JTR - Vehicle Processing Center (VPC) Selection. Due to the effects of COVID-19 to the shipping and transportation industry, the mandatory use of the closest VPC is temporarily relaxed until 31 Dec 2021. Members may utilize the VPC of their choosing as long as that facility is the closest to their old PDS, new PDS, or along the direct route between the two.

2021 Dislocation Allowance (DLA)
The purpose of DLA is to partially reimburse a member for the expenses incurred in relocating the household on a PCS, ordered for the Government's convenience, or incident to an evacuation. This allowance is in addition to all other allowances authorized in this Joint Travel Regulation (JTR) and may be paid in advance.

All members are required to take pre-separation counseling on the Learning Management System (LMS) or a transition seminar. Members are authorized to begin their transition one year out from separation or two years out from retiring. On average, 2021 BAH will increase on average 2.9 percent. Actual BAH increases vary by location.

Coast Guard provides updates on military uniform program
For the past several months, members have experienced difficulty purchasing needed and required uniform items. Due to shortages resulting from the pandemic, the Uniform Distribution Center (UDC) had to concentrate its efforts on properly outfitting all recruits, cadets, and officer candidates, at times providing only partial sea bags, as well as placing some uniform items on recruit issue only status.
Hardship Duty Pay-Restriction of Movement and other COVID-19 Pay and Allowances
ALCOAST 278/20 formally authorizes, as of 03 April 2020, HARDSHIP DUTY PAY-RESTRICTION OF MOVEMENT (HDP-ROM) and other temporary policy changes for several travel allowance, Food Service policy, and certain Special & Incentive (S&I) pays as part of the overall military effort to support our members and their families during the COVID-19 pandemic. The Pay and Personnel Center is now processing these claims in accordance with the following guidelines and procedures.
