2020 Master Chief Advancement Panel Results
ALCGPSC message 129/20 is the final report for the 2020 Master Chief Advancement Panel (MCAP) convened on 24 August 2020. The report provides the names of the Senior Chiefs, listed by rate and in order of merit, who are recommended and eligible for advancement to Master Chief.

COVID-19: Temporary Suspension of Advancement Requirements for Leadership Courses
Chief Warrant Officer Professional Development (CWOPD) Course, COMDTINST 1500.1A, is updated to temporarily suspend paragraph 10.a. which requires all newly commissioned CWOs to attend and complete the CWOPD course within the first 18 months of commission. Enlistments, Evaluations, and Advancements COMDTINST M1000.2C, is updated to temporarily suspend paragraph 6.a.(2)(c) which requires all E-6 members to attend the CPOACAD prior to advancement to E-7.

Sea Duty for Advancement - Not the Same as Sea Time for Points
The sea/surf duty time for advancement and points are both calculated based on Direct-Access data entry (e.g., PCS report / depart dates, Surfman competencies, and Career Sea Pay start / stop dates). However, different rules apply as to when the "clock stops" with regard to periods of TDY away from the CSP eligible vessel.

Access to Military Records During Boards and Panel Season
The PY21 Selection Board season is now underway and the Military Records Section has seen a significant increase in requests for document uploads and copies of member’s Electronically Imaged – Personal Data Records (EI-PDRs) or Official Military Personnel File (OMPF).

This message promulgates updated advancement policy and procedures related to the Enlisted Ratings Advancement Training System (ERATS) and provides updates to the Occupational Analysis (OA) schedule.

October 2020 Reserve Servicewide Exam (RSWE) Announcement
ALCGRSV message 026/20 announces the OCT 2020 RSWE competition for pay grades E-5 through E-9. A member’s failure to receive, review and follow the guidelines of this message will not justify a waiver of these requirements. Commanding Officers shall ensure dissemination of this message to all Reserve enlisted members in their AOR.

Coast Guard Implements Master Chief Advancement Panel for Advancement to E-9
ALCGENL 220/19 announces the implementation of the Master Chief Advancement Panel (MCAP) for advancement to E-9. The MCAP will convene annually, beginning in 2020, to select eligible active duty Senior Chief Petty Officers for advancement to Master Chief Petty Officer.
