Direct Access Maintenance and Limited Availability Periods Scheduled

Direct Access (DA) will not be available from 5:00 AM (Central Time) on Saturday, October 2, 2021 until 5:00 AM (Central Time), Tuesday, October 5, 2021. Access will be limited to only those users who will be performing tasks associated with security update and data center move.

DA will not be available from 5:00 PM (Central Time) on Friday, October 29, 2021 until 3:00 PM (Central Time), Saturday, October 30, 2021. Access will be limited to only those users who will be performing tasks associated with security update and data center move.

WebNow Upgraded to "Perceptive Experience" - New Link

Effective September 17, 2021, WebNow will be upgraded to "Perceptive Experience". This upgrade only impacts the “view only” or web version – which is currently called WebNow, but is being upgraded to “Perceptive Experience”. New user access requests do not need to be completed. Users who previously logged into the WebNow link will now log into the Perceptive Experience URL using their old WebNow user ID and PW. This upgrade does not impact Perceptive Content, which is used for uploading documents. The SPO Access to the Electronically Im​aged PDR (EI‑PDR) user guide has been updated to reflect the upgrade. The URL for Perceptive Experience is https://imgprd01.direct-access.uscg.mil/experience. They system cannot be accessed outside of the Coast Guard network using the URL. The URL is not needed when accessing Perceptive Experience via Direct-Access.

Joint Travel Regulations Update to Temporary Lodging Expense (TLE) - Flag Voice 556

As part of this change, TLE can be extended for up to 60 days due to the severe housing shortage brought on by the COVID-19 pandemic.  This JTR change, however, is not retroactive for expenses incurred prior to 25 August 2021. This change is not a blanket approval to increase all TLE to 60 days; it is intended to target those CONUS areas where the housing market is significantly stressed by the pandemic.

GSA Releases FY 2022 Per Diem Rates

All current NSA lodging per diem rates will remain at FY 2021 levels. The standard lodging per diem rate will also remain unchanged at $96. The M&IE reimbursement rates were revised. The M&IE NSA tiers range from $59-$79, and the standard M&IE rate is $59.

ALCOAST 254/21 announces the transition to the new travel system, E-Gov Travel System (ETS). ETS is scheduled to go-live CG-wide on 01 October 2021. ETS is an all-in-one online travel system geared to book travel, create and approving orders, and submit travel reimbursement claims.

How you can prepare for the new travel system

Earlier this year the Coast Guard announced new changes coming next fiscal year. The new Financial Management System Modernization Solution (FSMS) is scheduled to take the place of FPD, Oct. 1, 2021, along with integrating a new E-Gov Travel Services (ETS) travel system. However, with the launch of this new system the service expects some possible interruptions during the launch, including delays in the capability to process travel reimbursements and cash advances for a short time during the transition period.

COVID-19: Cancellation of Calendar Year 2021 Travel and Leave SITREP 2

ALCOAST 245/21 cancels ALCOAST 096/21. Due to current trends of the pandemic, combined with the national vaccination effort, policies for foreign and domestic leave and travel are returned to pre-COVID procedures as outlined in Military Assignments and Authorized Absences, COMDTINST M1000.8 (series). However, leave and travel approving officials should weigh individual member vaccination status (vaccinated versus unvaccinated) and site-specific COVID-19 conditions when conducting readiness risk assessment and approving leave and travel requests.
