Renegotiated Master Labor Agreement between USCG and AFGE Council 120

After several months of negotiating, the USCG and AFGE Council 120 bargaining teams finalized the renegotiated Master Labor Agreement (MLA) and on 17 January 2017, DHS approved the MLA. The renegotiated MLA replaces the December 2011 version. Approximately half of the articles in the contract have been updated. These include many subjects of daily use, such as employee rights, hours of work, leave, telework, and grievance procedures.

The MLA applies to all bargaining unit employees represented by AFGE Council 120, which covers nearly 3,000 Federal civilian employees throughout the USCG. It contains shared procedures for supervisors, employees, and union representatives to follow on many topics of employment.

The renegotiated MLA improves both the content, format and usability of the previous MLA. Many provisions and procedures have been streamlined, unneeded sections and references removed, and improved functionality has been added. The new document is intended to be utilized primarily as an electronic version and it includes a variety of hyperlinks to internal and external sources.

Over the coming months the Workforce Relations Division (CG-1214) will provide training for managers and supervisors of AFGE bargaining unit employees to whom the new contract applies. The training will cover the changes in the updated MLA and guidance on effectively using and applying the document. We encourage all of these managers/supervisors to attend the training.
