U.S. Coast Guard has a portfolio of information systems that directly and indirectly supports the civilian employee population. Many of these systems are provided via the Department of Homeland Security Human Capital Business Systems (HCBS) office. The National Finance Center (NFC) mainframe is the Civilian Employee Human Resources (HR) and Payroll System of Record and employee data is electronically transferred each Wednesday from NFC to Direct Access to support internal Coast Guard business system requirements (e.g. CG Employee ID, travel claims, CG Business Intelligence (CGBI), etc.).
- EmpowHR is a web based human capital management system that provides an interface with the NFC’s payroll/personnel system (the “mainframe”). The system allows the Office of Civilian Human Resources to initiate and process a variety of actions that are exported nightly to NFC for editing and processing. These actions include creation of new position records, reassignments, promotions, awards, new hires and a variety of payroll documents. EmpowHR contains a bi-directional interface with NFC – so that NFC auto generated personnel actions, such as Within Grade Increases and Changes in Tenure – are automatically imported to EmpowHR. This system is part of the Department of Homeland Security’s Enterprise-wide Human Capital Business System modernization and consolidation initiative.
- Electronic Official Personnel Folder (eOPF) is an electronic government (e-GOV) initiative developed and managed by the Office of Personnel Management (OPM) that provides a digitized recreation of your paper OPF. The eOPF contains human resource records and documents related to Federal civilian employees. An eOPF is created when an employee begins Federal service and is maintained throughout the employee’s career in accordance with OPM regulations.
- FedHR is a federal human resources management system designed to streamline HR processes for government agencies. It supports functions such as recruitment, employee records management, benefits administration, performance evaluations, and workforce planning, ensuring compliance with federal regulations while enhancing efficiency and accountability.
- GovTA is a time and attendance tool, is used to track and manage employees' work hours, leave, and overall compliance with federal timekeeping policies. It ensures accurate recording of hours worked, leave balances, and overtime, supporting payroll processing and adherence to agency regulations. This system streamlines workforce management by providing a centralized platform for monitoring employee attendance and maintaining accountability.
- Employee Personal Page (MyEPP) is a web-based application providing employees ease of use access to their personal information and an ability to make changes (employee self-service) to their salary and benefit information.
- NFC Payroll/Personnel System is a government-owned system used by HR to perform personnel action processing, position management, benefits processing, payroll, payroll accounting, tax reporting, employee debt management, standard and ad-hoc reporting. The Entry Processing Inquiry and Correction (EPIC) system is used to process personnel actions, benefits, and payroll-related documents via a web-based system.

It helps government agencies streamline the recruitment process by managing job postings, applications, candidate assessments, and onboarding while ensuring compliance with federal hiring regulations.
