Mission:
The Commander of Personnel Services is responsible for the strategic direction, management, planning, coordination, and administration of the Coast Guard's Service-wide civilian human resources program. This includes overseeing policies and initiatives to ensure effective management and utilization of civilian personnel across the organization. Serving as a key advisor to senior Coast Guard leadership, the Commander provides expert guidance on sensitive and high-impact issues, including workforce analysis, strategic planning, and the development of policies to optimize personnel resources across all service components. By aligning human resources strategies with mission objectives and ensuring compliance with federal regulations, the Commander plays a vital role in enhancing organizational efficiency, workforce readiness, and overall mission success.
Functions:
Under the general direction and supervision of the Assistant Commandant for Human Resources, Commander of Personnel Services shall:
- Serve as an advisor to senior command officials on civilian personnel matters, ensuring workforce concerns are brought to their attention and communicating leadership's philosophy on civilian HR issues to the workforce.
- Conduct special studies, research, and analysis on civilian personnel and workforce management issues, and develop civilian workforce management plans and policies consistent with the Office of Personnel Management (OPM) and Department of Homeland Security (DHS) guidelines.
- Provide oversight and technical control of the civilian Human Resources Management program, including evaluating the efficiency and effectiveness of programs and systems, and implementing improvements based on results.
- Coordinate with the Director of Reserve and Military Personnel (CG-13) to develop policies and practices that optimize the integration and effective use of active, reserve, civilian, and Coast Guard Auxiliary human resources.
- Work with workforce forecasting and analysis staff to ensure decision tools are available to workforce program managers, and liaise directly with CG-1A Business Operations Staff to address resource and financial management issues, such as budgeting and fund distribution, impacting the Directorate.
- Develop strategic plans and goals for civilian HR policy, provide HR support and services to Coast Guard commands and employees, and analyze workforce concerns to effectively communicate them to senior leadership.
