CAPT Hannigan assumed command of Base Cape Cod on July 10th, 2020. In this role, he serves as the senior mission support officer for Southeastern Massachusetts and Rhode Island and manages the Coast Guard’s second largest shore facility. 

CAPT Hannigan graduated with Honors from the U.S. Coast Guard Academy in 1998 with a Bachelor of Science degree in Civil Engineering. After graduation, he reported aboard the USCGC RESOLUTE in Saint Petersburg, FL and served as Assistant Engineering Officer and Deck Watch Officer. Following his underway tour, he attended the University of Illinois earning Master of Science in Civil Engineering and Master of Business Administration degrees. 

After graduate school, CAPT Hannigan served at CEU Oakland as a Project Manager and the CG District Thirteen Facility Asset Manager. During the next tour, he was assigned as the Assistant Facility Engineer, CG Aviation Training Center, Mobile AL, which served as the aviation operations and maintenance hub for the entire Hurricane Katrina response. He then reported to CG Headquarters in Washington, D.C. and served in the CG Office of Budget Execution as the General Funds Team Leader, followed by a tour in the CG Office of Budget and Programs as a Program Reviewer and CG Procurement, Construction, and Improvement Budget Coordinator. He was responsible for the formulation and review of resource, policy, and legislative proposals for a variety of programs and led the cross programmatic development of the CG’s $7 billion, five-year Capital Investment Plan. 

CAPT Hannigan served as Chief of Logistics and Commanding Officer of Military Personnel, Sector Boston from 2012-2015. He also served as Search and Rescue Mission Coordinator, responsible for overseeing Search and Rescue operations in Sector Boston’s area of responsibility. CAPT Hannigan served in his next assignment as Commanding Officer of Civil Engineering Unit Cleveland from 2015- 2018, providing civil engineering support for all Coast Guard units in the Great Lakes and Mid-Atlantic Regions, which included over 132 facilities, 368 aid to navigation towers and lighthouses, 4,970 small aid to navigation structures, and over 8 million square feet of buildings valued at over $3.9 billion. In his previous assignment as Base Boston Personnel Support Department Head, he provided regional integration, coordination, planning, and mission-execution personnel policy and administration support for over 1,000 military, civilian, retirees, and dependents. 

CAPT Hannigan’s personal achievements and awards include registration as a Professional Engineer in the States of California and Massachusetts, certifications as Project Management Professional, DHS Program Manager Level II, Certified Government Financial Manager, Certified Defense Financial Manager, and completion of the U.S. Naval War College Non-Resident Program. His awards include multiple Meritorious Service Medals, Commendation Medals, an Achievement Medal, and various unit commendations. He is authorized to wear the Advanced Boat Forces Operations Insignia.
