Duplicate Relocations Found in mLINQS from Unauthorized Manual Entries

There have been several duplicate PCS relocations found in mLINQS causing a plethora of issues.

AO’s and/or proxies should NOT be entering relocations manually in mLINQS without contacting PPC first (customer care ticket) as relocations should be processed from DA to mLINQS. Below are the steps to take if a relocation has not processed from DA to mLINQS.

If the PCS relocation has been put in a “ready” status in DA and is not found in mLINQS :

  1. Contact PPC customer care via trouble ticket subject “re-submit to mLINQS” and PPC will manually re-submit this relocation over to mLINQS.
  2. If PPC cannot process this relocation over to mLINQS due to a systems error, we will work with the AO on manual entry.
  3. Relocations input using the legacy process should still submit a ticket to finish those claims using the legacy process calculator method. Only if they have already started using the legacy process.
  4. Any manual input relocations into mLINQS outside of this process will require an AO/proxy re-training and possible revocation of elevated permissions.

DIRECT ACCESS

Direct Access (DA) is currently operational. Given the recent upgrades, the C5I Service Center is actively addressing residual access issues following the implementation of Multi-Factor Authentication (MFA) as announced in ALCOAST 105/25.  Additionally, the C5I Service Center has assumed PPC’s previous role for DA password reset and other technical maintenance.

DA’s status will be updated accordingly on the logon screen once services are fully restored. 

  • Common Access Card (CAC) users must login using their CAC.  Username/password login is no longer available.  
  • Non-CAC holders (Retirees, Annuitants and those without a CGOne account) should have received a password reset email from the C5I Service Center.  If members have not received their password reset email or continue to experience issues logging in, they should contact the C5I Service Center Product Support Service Desk for assistance.

1. Officers indicated in this message and officers above zone for selection
shall not delay submission of their biennial/annual/semiannual OER past the
scheduled due date per Ref A, unless the Reported-on Officer has an approved
retirement letter or separation on file and plans to submit a continuity OER
IAW Article 5.E.9. of Ref B.
2. In preparation for the PY26 Selection Board season, the following information
is provided for planning purposes only. PY26 zone sizes, numbers to select,
opportunities of selection, controlled grade authorizations, etc. pend
finalization. Please note all zone projections provided below include a
protective buffer to ensure all potential candidates proceed with a timely OER
submission. Actual zone sizes will be published by ALCGOFF once all personnel
decisions are made and may be significantly less than what are indicated in
paragraphs 3(c-e) and 4(b-f). Signal Numbers (SIGNO) noted below are from the
recently published 2025 Register of Officers, Ref C, available at PSC-OPM - 2025 Register of

3. The following Active Duty Promotion List (ADPL) officers may be considered by a Selection 
Board and shall not delay their regularly scheduled OER (except
those submitting a continuity OER per para 1):
a. RDML Sel: Captains with a date of rank (DOR) of 01JUL23 or earlier.
b. CAPT Continuation: Captains with a DOR of 01JAN22 or earlier, not
previously considered.
c. CAPT Sel: Commanders with SIGNO less than/equal to 725.
d. CDR Sel: Lieutenant Commanders with SIGNO less than/equal to 1994.
e. LCDR Sel: Lieutenants with SIGNO less than/equal to 3703.
f. LT Sel: Lieutenants (junior grade) with a DOR of 01JUL24 or earlier.
g. LTJG Sel: Jun 2025 Board: Ensigns with a DOR of 31JUL24 or earlier. (See Note
1)
h. LTJG Sel: Nov 2025 Board: Ensigns with a DOR of 31JAN25 or earlier.

4. Beginning in PY26, the IDPL promotion zones were established independently of their ADPL 
running mates, moving towards a more predictable and requirements-based promotion system. 
The following Inactive Duty Promotion List (IDPL) officers are also
considered for selection if their ADPL running mate is considered for
selection and shall not delay their regularly scheduled OER:
a. CAPT Retention: Captains with 18 or more years of service towards retirement.
b. CAPT Sel: Commanders with SIGNO less than/equal to 756B.
c. CDR Retention: Commanders with 18 or more years of service towards
retirement.
d. CDR Sel: Lieutenant Commanders with SIGNO less than/equal to 1969B.
e. LCDR Retention: Lieutenant Commanders with 18 or more years of service
towards retirement.
f. LCDR Sel: Lieutenants with SIGNO less than/equal to 3618C.
g. LT Sel: Lieutenants (junior grade) with a DOR of 01JUL24 or earlier.
h. LTJG Sel: Jun 2025 Board: Ensigns with a DOR of 31JUL24 or earlier. (See Note 1)
i. LTJG Sel: Nov 2025 Board: Ensigns with a DOR of 31JAN25 or earlier.
j. CWO4 Sel: CWO3 with a DOR of 15DEC22 or earlier. (See Note 2)

5. The following PCTS/RCMs are also considered for selection if their ADPL running mate is 
considered for selection and shall not delay their regularly scheduled OER.
a. CAPT Sel: Commanders with SIGNO less than/equal to 701C.
b. CDR Sel: Lieutenant Commanders with SIGNO less than/equal to 1907K.
c. LCDR Sel: Lieutenants with SIGNO less than/equal to 3618i.
d. LT Sel: Lieutenants (junior grade) with a DOR of 01JUL24 or earlier.
e. LTJG Sel: Jun 2025 Board: Ensigns with a DOR of 31JUL24 or earlier. (See Note 1)
f. LTJG Sel: Nov 2025 Board: Ensigns with a DOR of 31JAN25 or earlier.
Note 1: The JUN 2025 Lieutenant (junior grade) Selection Board is a PY25 Board.
6. OERs for all officers should arrive at CG PSC NLT 45 days after the end of
period (EOP) date to provide ample opportunity for review, corrections (when
required), validation, and entry into an officer’s official record. Rating chain
members are reminded to ensure that the correct forms (Revision 02/19) are
used. Current forms are found via OPM-3 Share Point Page: https://uscg.sharepointmil.us/sites/psc_spo/psc-opm/opm-3/SitePages/OPM-3.aspx, ensure you are using the correct 
form and revision. Overtyping previous forms may cause delay in validation. As per Ref I, IDPL 
officers shall submit OERs via the PowerApp on the RPM Sharepoint site Officer Evaluation 
System (OES) .
7. Refs A and D contain OER procedures and best practices. Of note:
a. Ensigns going before the NOV25 ADPL LTJG Board will have an OER with EOP
30SEP25; rating chains shall ensure OER submissions reach PSC no later than
31OCT25. This is less than the normal 45-day submission timeframe.
b. Lieutenants (junior grade) above and in zone (ADPL and IDPL) must have a
current OER ending on or before 30JUN25 vice 31JUL25 to ensure enough time to
complete the validation process and enter the OER into officer records.
8. Reserve Officers on Active Duty for Operational Support (ADOS) or Involuntary
Active Duty must follow procedures outlined in Ref A.
9. Officers assigned to Duty Under Instruction (DUINS) who are in or above zone
for promotion shall follow the regular DUINS submission schedule. Ensigns
assigned to flight school for their first tour shall receive a DUINS OER with
an end of period date of 30 April. This OER is optional if a regular OER was
completed within the previous 184 days. All other DUINS OER submissions,
regardless of pay grade, are annual and end on 30 June (exception: detachment
of officer). The period of report for DUINS OER shall not exceed 18 months,
this includes ensign and lieutenant (junior grade) submissions.
10. Officers eligible for consideration by Boards and Panels should review their
Official Military Personnel File (OMPF) via iPERMS for accuracy. All documents that
require upload to a member's OMPF should contact their Servicing Personnel
Offices.
a. Employee Summary Sheet (ESS): The ESS is routinely used by Boards and Panels
and draws information from Direct Access. Officers should ensure correctness
and completeness by updating Direct Access well before the convening date of
the applicable Board or Panel.
b. Officer Specialty Management System (OSMS): Officer Specialty Codes (OSCs)
appear on an officer's ESS and in Direct Access. Ref E details the application
process for assigning/deleting OSCs. Important notes:
i. Legacy OSCs: OSCs earned prior to 2019 are not invalidated with the launch of
OSMS 2.0 and will still appear on both the ESS and in Direct Access.
ii. Specialty Considered Selection (SCS): Per Refs B and F, SCS may be
authorized by individual promotion boards; candidates should ensure their OSCs
are current and accurate.
iii. Submission requirements: Board or panel candidates should apply for OSCs at
least 90 days in advance of board/panel convening date and must include URGENT:
BOARD/PANEL CANDIDATE (with the specific board/panel) in the application email
subject line (e.g. URGENT: BOARD CANDIDATE SMITH AB O2 PROMOTION). Without the 
appropriate email subject line your application may not be prioritized. Applicants will receive an 
auto-reply to signal the application was received. Please be patient as application
processing time may take up to 60 days. Please note that Local Servicing
Personnel Offices are not authorized to assign OSCs to an officer's record.
iv. OSC Application forms:
1. Use the 5319A for Specialties 
2. Use 5319B for Subspecialties
v. If applying for multiple OSCs, include them all in a single email. Even if one OSC depends on 
another, include both forms in the same email. Ensure applications are appropriately endorsed 
per Ref E.
vi. More information: Applications and questions should be directed to the OSMS
Program Manager at HQS-SMB-CGPSC-OPMOSMS@uscg.mil. All OSMS resources are
available on the OSMS SharePoint Page https://uscg.sharepoint-mil.us/sites/psc_spo/pscopm/opm-3/SitePages/Officer-Specialty-Management-System-(OSMS).aspx. OPM-3 is not 
authorized to release copies of OERs or any documents contained in a member's Coast Guard 
Official Military Personnel File (OMPF). Members can check their record in iPERMS 
https://iperms.mymilrecord.uscg.mil/login/. OPM-3 and RPM-1 ensure OERs are validated and 
uploaded into an officer's record. Board/panel candidates should confirm their record is 
complete. 
11. The Record of Professional Development (CG-4082): All officers are
recommended to submit an updated CG-4082 prior to a promotion board. Only the most recent 
version of the 4082 will be viewed. If there is information from a previous CG-4082 that should 
be included in the record, ensure that information is included on the new CG-4082. Guidance 
on what is authorized on a CG-4082 can be found in Chapter 4.c of Ref G. Officers should 
document all significant education, training, and qualifications on a CG -4082, with an emphasis 
on items not captured on the member's ESS. More information is available on the OPM-4 Share
