Direct Access will not be available from Saturday, March 25, 2023, from 0600 (EST) until Tuesday, March 28, 2023, at 0600 (EST). This outage is necessary for an upgrade and modernization to Direct Access. For more information see ALCOAST 057/23.
Subscribers to this list will receive notices and information on Coast Guard military pay and personnel policy and procedures. Subscribers will also be notified when active duty and reserve payslips are posted and of both scheduled and unscheduled outages affecting the Direct Access personnel system or the TPAX travel claim liquidation system. Update 1, FY23 Workforce Planning Team Results - Enlisted Monetary Intervention
This message updates ALCOAST 403/22, paragraph 4.f (BM RAP) to read as follows: A $20,000 CSTB is authorized for BM RAP. To be eligible, a member must hold a current boat crew certification on any platform (except punts, skiffs, and ice rescue boats). Commands of new prospective applicants who meet the requirements must submit an A-school request form selecting BM RAP.

This ALCOAST authorizes two Critical Skills Retention Bonus (CSRB) offers. 1) Naval Engineering 2-4-2 Program. A $100,000 CSRB is authorized for active duty officers. 2) LCDR/O4 Engineer Officer Afloat. An $80,000 CSRB is authorized for active duty officers.

Coast Guard Announces FY 2023 Non-Monetary Enlisted Interventions
This ALCOAST details the results of the Military Workforce Planning Team (MWPT) non-monetary enlisted interventions. The MWPT convened in May 2022 to develop and recommend workforce policy interventions. The MWPT identified strategies for rates/ratings deemed to have personnel shortages that could negatively influence mission execution. MWPT deliberations considered factors from a broad spectrum of organizational needs.
Coast Guard Provides and Overview of Fiscal Year 23 Workforce Planning Team Results
This ALCOAST announces the efforts and results of the FY23 Workforce Planning Team (WPT). Military and Civilian Workforce Planning Teams (WPTs) are chartered governing bodies established to analyze recruiting, retention, and specialty management personnel trends. Each WPT uses data-driven recommendations to create balanced intervention strategies in order to obtain and retain a mission-ready workforce. As WPT sponsor and manager of military and civilian pay accounts, COMDT (CG-1) reviews and approves WPT recommendations on a Fiscal Year (FY) basis; no interventions are guaranteed beyond a given FY. Approved interventions within an FY may be started or stopped at any point in the year when the need is no longer required to manage a particular element of the workforce in the year.

Three Service-Wide Initiatives to Maximize Recruiting Efforts
Comdt (CG-1), Flag Voice #582 - As the Coast Guard seeks to improve recruiting efforts throughout the country, we must take greater strides to attract future service members to our workforce. The best way forward is to galvanize the entire Service and our external stakeholders to maximize our recruiting efforts. The Personnel Service Center has directed three initiatives described below and we are planning additional actions. I appreciate your personal support and engagement.
