Subscribers to this list will receive notices and information on Coast Guard military pay and personnel policy and procedures. Subscribers will also be notified when active duty and reserve payslips are posted and of both scheduled and unscheduled outages affecting the Direct Access personnel system or the TPAX travel claim liquidation system. Coast Guard announces April 2021 Body Composition Screening process
The Coast Guard will conduct Body Composition Screenings (BCS) in April, with mitigations to account for COVID-19’s ongoing impact on the workforce. Full policy details were announced in ACN 023/21.

Hardship Duty Pay-Restriction of Movement and other COVID-19 Pay and Allowances
ALCOAST 278/20 formally authorizes, as of 03 April 2020, HARDSHIP DUTY PAY-RESTRICTION OF MOVEMENT (HDP-ROM) and other temporary policy changes for several travel allowance, Food Service policy, and certain Special & Incentive (S&I) pays as part of the overall military effort to support our members and their families during the COVID-19 pandemic. The Pay and Personnel Center is now processing these claims in accordance with the following guidelines and procedures.

Fall Body Comp Screenings Will be Used Only for Data Collection
The Coast Guard announced today that this fall’s weight and body fat screening results will be used for data collection purposes only. Due to feedback about how the pandemic has affected our workforce, we are making an in-stride course change to the October weigh-ins that acknowledges the importance of agility in supporting our workforce.

Temporary modifications to eligibility requirements for Reserve Good Conduct Medal (RGCM)
Opportunities for reserve members to schedule drills have been impacted due to the disruptions of the global COVID-19 pandemic. This may result in reserve members being unable to obtain the required 70 retirement points for the Reserve Good Conduct Medal (RGCM) as required in Coast Guard Medals and Awards Manual, COMDTINST M1650.2E. A qualifying year will consist of 50 points rather than the normal 70 points. This modification will be in place from March 1, 2020, until a determined date in the future.

Use of Expired Uniformed Services Identification (USID) Cards
As described in attached DoD policy guidance issued on 8 Sep 2020, use of expired USID cards for uniformed retirees, dependents, and annuitants has been extended through JUNE 30, 2021. Family Separation Allowance for Housing (FSH) Policy Clarification
The Office of the Assistant Secretary of Defense for Military Compensation Policy issued a memo on 12 August 2020 which clarifies the policy on entitlement to FSH when dependents are temporarily (e.g. Delay in processing visas by the host country due to COVID-19) prevented from accompanying the member with a PCS to a foreign country.
