Coast Guard will use Invoice Processing Platform for most new FY22 awards

The Coast Guard is transitioning to the new Department of Homeland Security financial management and procurement system, called the DHS Financial Systems Modernization Solution (FSMS).

This notice does NOT apply to the following:

  • Awards issued by the Aviation Logistics Center
  • Utility awards
  • Awards established before Oct. 1, 2021. Contractors of awards established before Oct. 1, 2021, will continue to email their invoices to the shared mailboxes provided in the Special Notice at https://sam.gov/opp/4fc594ece59c41cb971bfa5ce14b2345/view until the award expires.

For all other Coast Guard awards, the following notice applies:

After FSMS Go-Live (date TBD), contractors will submit proper invoices associated with applicable awards through the Invoice Processing Platform (IPP) ats: http//www.ipp.gov/. IPP is a secure web-based electronic invoicing system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency.

Contractors will be required to enroll if not yet enrolled.

Your Coast Guard contracting officer will provide enrollment information as well as links to vendor training resources and customer support contacts as the FSMS Go-Live date approaches.
