Procedures for Reserve Utilization

The Coast Guard Ready Reserve is comprised of Selected Reserve (SELRES) and Individual Ready Reserve (IRR) members subject to immediate recall to active duty. Active Duty for Operational Support (ADOS) may be used to address manpower shortages or specific requirements. Commands must ensure all ADOS opportunities are properly solicited to best support the needs of our Service. A retired recall application may be considered if a mission critical position cannot be filled by a member of the Ready Reserve.

 Section I: Procedures for ADOS solicitations

To solicit for qualified current members of the Ready Reserve:

1.  DCMS/HQ/Bases: submit a Short-Term non-contingency ADOS request form located on DOL-1 SharePoint Site 30 days or more in advance of the requested start date.

2.  Other Units should consult with their DXR for procedures related to a Request for Forces (RFF) IAW COMDTINST 5400.1B, Obtaining Personnel Resources to Meet Surge Requirements.

Section II: Procedures for Retired Recall

In accordance with the Officer Accessions, Evaluations and Promotion Manual, COMDTINST M1000.3 (series), the following procedures apply:

  1. A Retired Recall Request must be submitted in memo format to CG-PSC-RPM. The memo should contain the following (template):
    1. Desired date recall should commence and duration requested.
    2. Specific assignment criteria (geographic area, job position number).
    3. Other pertinent information that describe the members’ unique qualifications and experience to fill service requirements.
    4. Contact information (mailing address, e-mail address, and phone number).
  2. Commanding Officer Endorsement (if member is currently in an active status).
  3. First-Flag/SES Endorsement
  4. Physical Examination:
    1. An approved physical examination is required prior to recall to active status. A Readiness Management Period request may be submitted for the member to receive a physical exam at a CG Clinic or authorized MTF.
