Regular to Reserve Commission Appointment Panel

Regular officers desiring Reserve commissions who meet the criteria specified within COMDTINST M1000.3A, Article 1.G.2.a may apply via this Appointment Panel. Regular to Reserve Panels usually takes place every year in February, April, June, September and December. For specific convening dates, please reference the current panel year’s Schedule of Officer Personnel Boards and Panels, CG PSCNOTE 1401.

Application Package Requirements

  • Written request for a Reserve Commission in CG standard memo format (template linked below)
  • Approved OPM Separation Authorization
  • Retention Physical documented on a DD-2697 containing the words "Member meets retention standards IAW COMDTINST M6000.1(series)"

INCOMPLETE/INCORRECT PACKAGES WILL BE RETURNED WITHOUT ACTION

**Note: If you already hold a Reserve Commission (via DCO, OCS, on EAD, etc) you do not qualify for the Regular to Reserve Panel, even if you are on Active duty and have never been a drilling reservist. In this case, you may be qualified for the Reserve Officer Active Status Panel (ROASP). This panel normally convenes in February. Any questions regarding the type of Commission held by an Officer may be directed to: HQS-SMB-CGPSC-RPM-BoardsPanels@uscg.mil.

Application Timing to Expedite Drilling in SELRES

Individuals wishing to minimize their time in the IRR/ISL and who are eligible, should apply to the October Regular to Reserve panel due to eResume submission deadlines. E-Resumes are typically due in January of every assignment year.

Military Service Obligation (MSO)

Military Service Obligation (MSO) does not guarantee reserve affiliation. However, if a member still has a MSO requirement is offered a reserve commission, the member is obligated to accept. Involuntary separation negates a member's MSO.

General Regular to Reserve Timeline

  1. Regular to Reserve Solicitation will be released at least 30 days prior to board convening.
    1. Apply for R2R in this window
  2. It will take 4-8 weeks for board report approval (depending on the time of year due to Promotion Board Season).
  3. In 8-12 weeks member will receive accession memo, RELAD or Rehire checklist, and Reserve Oath if selected by the Board for a Reserve commission. 
    1. Depending on members circumstances and using the applicable checklist (provided by RPM-1), they will work with either their unit ADMIN or RPM-3 to ensure they are transitioned into the SELRES correctly.
    2. Upon receipt of accession documentation, it is recommended that the member reach out to detailers at RPM-2 regarding assignments.  This can help the member avoid time in the IRR pending billet availability.
  4. Member has 90 days to return signed documentation to RPM-1.
  5. Reserve assignments begin on 01OCT however, if the members new command agrees, they can report up to 90 days early (01JUL) allowing the new Reserve officer to begin drilling.
