1. Summary. This message announces the implementation of the first beta test of an electronic
Servicewide Examination (eSWE) for the MAY 2025 advancement cycle. The eSWE will be administered to
all eligible members in the Maritime Enforcement Specialist (ME) and Marine Science Technician
(MST) ratings and will replace the traditional paper‐based exam with a 75‐question, 90‐minute exam
delivered through the Coast Guard Online World of Learning (CG‐OWL) platform. Multiple paygrades
and ratings may test concurrently in a designated testing space.
2. Schedule. SWE Officers have maximum flexibility to schedule eSWEs within the primary window
below.
a. Primary Testing Window: The primary testing window
is 12‐15 MAY 2025. All eSWE participants are expected to sit for the eSWE during this window. If an
exigent circumstance arises preventing eligible candidates from testing during the primary window,
SWE Officers shall contact the eSWE Assist Team (eSWAT) described below for guidance. The eSWAT
will coordinate with the candidate and their ESO or SWE Officer to reschedule the primary exam
during an alternate time or recommend a substitute eSWE.
b. Substitute eSWE window: The substitute testing window is
24 MAY‐20 JUN 2025. Requests for a Substitute eSWE shall be submitted to the Rating Knowledge
Managers (RKMs) by email per guidance in REF (B). The deadline to request a substitute eSWE is
30 MAY 2025.
3. Roles and Responsibilities. Guidance in REF (A) applies to the eSWE process except where
specifically addressed in this message or in REF (B).
a. eSWE Assist Team (eSWAT): This dedicated team will provide comprehensive support to SWE
Officers, commands, and proctors throughout the eSWE testing window. The eSWAT will offer
proactive communication, troubleshoot issues, and facilitate timely resolutions. The eSWAT can be
contacted by email at eSWAT@uscg.mil. Additional information and operating hours for the eSWAT will
be announced on the SharePoint site (see paragraph 4).
b. Candidate Responsibilities: In addition to PDE verification per REF (A), all eligible MEs and
MSTs shall ensure they have active CG‐OWL accounts with CAC login by 15 APR 2025. Candidates
shall coordinate directly with their ESO or SWE Officers to schedule an exam.
c. Proctor Responsibilities: SWE Officers and any E‐8 or above designated in writing by their
command may serve as eSWE proctors. Prior to serving in this role, proctors shall follow guidance
in REF (B) to obtain "CG Monitor" credentials in QuestionMark Online, the subsystem of CG‐OWL used
for secure testing. These credentials are required for proctors to certify candidates' identities
and eligibility prior to commencing the exam. Additional responsibilities are described in REF (B).
d. SWE Officer Responsibilities: SWE Officers are responsible for administration of each eSWE and
shall maintain a roster of command‐designated proctors for units under their responsibility.
SWE Officers shall schedule exams for all candidates at their units, accounting for considerations
discussed in REF (B) including proctor availability, workstation availability, space requirements,
etc. SWE Officers will coordinate with the eSWAT to ensure every candidate is able to complete the exam.
e. Command Responsibilities: Commands shall support the SWE Officer and candidates with testing
requirements, including availability of space and workstations. Substitute eSWE requests must
originate from the requesting candidates command following guidance in REF (B).

5. This beta test marks a significant step in modernizing the
Coast Guard's advancement system by leveraging technology to improve efficiency, reliability,
flexibility, and operational readiness.
