Direct Access Orders Outage Status Update
Access to Reserve Orders (FSMS) will be available from 0900 to 1900 on Friday, January 21. Please note there will be a new DA menu item on the Reserve Administration pagelet to access these orders. The link title is: FSMS Reserve Orders. Access to other types of DA generated orders (PCS, Retirement, Separations, etc.) will not be restored until January 26. This lockdown is necessary to support the deployment of FSMS. During this period of read-only availability, all FY22 orders will be converted to utilize FSMS accounting data. This applies to all Direct Access orders types: ETQC, PCS, separations, and reserve orders. Units may issue orders via memorandum to authorize travel in urgent and emergency situations.

Reserve Component use of Contracted Airline Fares for IDT
This ALCOAST serves to bring awareness to and provide instructions for using the General Services Administration's (GSA) Airline City Pairs Program (CPP). This program, while not mandatory but authorized lessens the burden for Reserve component travel for IDT by allowing the purchase of contracted government fares. An added benefit is CPP fares can be reserved last minute and are refundable. Members are responsible for service fees.

Reserve Inactive Duty for Training Direct Access Approval Process Change
The reserve supervisor is no longer required to send an email notification to the SPO with the batch number stating that members have completed a drill. It was determined that the email being sent to the SPO provided no real value, was a duplication of effort and in many instances slowed down the approval process.

Reserve Master Chief Advancement Panel Announcement
ACN message 064/21 announces the implementation of the Reserve Master Chief Advancement Panel (R-MCAP) for advancement to E-9 in the Reserve Component. The R-MCAP will convene annually, beginning in October 2021, to select eligible Senior Chief Petty Officers (SCPOs) in the Reserve Component, including members of the Selected Reserve (SELRES) and Individual Ready Reserve (IRR), for advancement to Master Chief Petty Officer for all ratings.

COVID-19: Reserve Demobilization Guidance Issued
ALCOAST 210/21 provides guidance for units and Servicing Personnel Offices (SPOs) on common issues and questions identified during the Release from Active Duty (RELAD) process for reservists recalled to active duty under USC Sec. 12302 or USC Sec. 12301(d) (contingency Active Duty for Operational Support (ADOS)). For purposes of entitlements and benefits, COVID-19 response is considered a contingency operation.
