Guidance for DA Orders Completion During FSMS

​ALCGPSC message 027/22​ provides an update for processing permanent change of station (PCS) orders for members who executed a PCS in the Fiscal Year 2022 (FY22). P&A offices in coordination with SPOs will have until close of business 17 Feb 2022 to complete all necessary administrative and payroll transactions associated with reporting members in from PCS, including completion of supporting actions for member pay and entitlements. Limited time exists to complete P&A and SPO actions and PPC ticket resolution prior to the SPO payroll cutoff.​

This ALCOAST provides an update after the Financial Systems Modernization Solution (FSMS) interface with ETS activated on 07 January 2022. While there have been many successes in vouchering travel involving the prior and current fiscal years, there continue to be challenges related to incorrect funding information and missing employee information in FSMS.

How to open the DD-2656 and other advanced PDF forms on a CG standard workstation.

Many people will try opening a PDF form and find that they get an error that says "Please wait." This is not a problem with the form but has to do with the set-up of your computer's browser as the default for opening Adobe Acrobat forms. Many computers use the browser's built-in PDF viewer as the default for opening Adobe forms, but the browser's viewer cannot handle the macros built into the form. The simple solution to this problem is to save the form to your computer and then open the form by starting Acrobat Reader DC (from the start menu) and use it to open the form from its saved location. This should open the form in Adobe Acrobat Reader DC rather than your browser, allowing full functionality.

Direct Access Orders Outage Status Update

Access to Reserve Orders (FSMS) will be available from 0900 to 1900 on Friday, January 21. Please note there will be a new DA menu item on the Reserve Administration pagelet to access these orders. The link title is: FSMS Reserve Orders. Access to other types of DA generated orders (PCS, Retirement, Separations, etc.) will not be restored until January 26. This lockdown is necessary to support the deployment of FSMS. During this period of read-only availability, all FY22 orders will be converted to utilize FSMS accounting data. This applies to all Direct Access orders types: ETQC, PCS, separations, and reserve orders. Units may issue orders via memorandum to authorize travel in urgent and emergency situations.

​Interim Technical Authority Guidance for Military Workforce Pay, Personnel, and Administration, PSCNOTE 5402 is a first step towards establishing doctrine and standards for military workforce pay, personnel, and administration, a key deliverable for the Deputy Commandant for Mission Support-led Personnel Support Initiative (PSI). It states guiding principles of Customer Service, Empowerment, and Accountability that describe what success looks like, and sets standards for accuracy, timeliness, availability, responsiveness, transparency in tracking, and training.
