Subscribers to this list will receive notices and information on Coast Guard military pay and personnel policy and procedures. Subscribers will also be notified when active duty and reserve payslips are posted and of both scheduled and unscheduled outages affecting the Direct Access personnel system or the TPAX travel claim liquidation system. Supplemental Clothing Allowance for Reduced Initial Seabag Issue
ALCOAST 099/20 announced that reduced initial seabags were being issued at accession points (Cape May/Academy). To account for this, we have created a new "Type" of Supplemental Clothing Allowance. For a member that is issued a reduced seabag, enter a Supplemental Clothing Allowance transaction and select "Reduced Initial Sea Bag" from the "Type". This will mostly impact the accession points, but if someone is missed, the servicing SPO may need to enter the transaction.

Designation of Saudi Arabia for Imminent Danger Pay
Assistant Secretary of Defense Memo dated 04 June 2020 designates the land area of Saudi Arabia for imminent danger pay (IDP) purposes, effective September 14, 2019.
Direct-Access Update - Isolation Leave
We added a new leave type, "Isolation Leave" to DA. Leave type is available under "delay enroute" in PCS orders and also as a "non-chargeable absence". If a member has CG SMR running and goes on "Isolation Leave", DA will automatically credit back the meal charges to the member. Members that will continue to have meals provided by the government should not be put on "Isolation Leave". Both PCS and Non-Chargeable Leave procedural guides have been updated.

Direct-Access Password Reset Guidance
During a recent Direct Access (DA) system upgrade, the forgot password security question "What is your mother's maiden name?" was disabled in DA to reduce the possibility of a compromise of personally identifiable information (PII). For users who originally chose this as a security question, the hint question will now default to "What town were you born in?" but the ANSWER has NOT changed from what the user originally established for "What is your mother's maiden name?"

Temporary Changes to Identification Card Renewal Policies During COVID-19 – Update – CAC/LAC Certificate Rekeying
ALCOAST 190/20 announces temporary policy changes, in addition to those announced in ALCOAST 139/20, for renewal of Common Access Cards (CAC) and Logical Access Cards (LACs) in response to COVID-19. These changes are mandated by the Department of Defense (DoD), and apply to all military services, including the Coast Guard. Policy changes, such as use of expired CACs with updated certificates, is an example of additional efforts available to minimize in-person visits to DEERS/RAPIDS offices to ensure the health and safety of all personnel and beneficiaries. The guidance is in effect for CAC and LAC holders through 30 September 2020.

Is Your ID Card About to Expire?
Is your ID card expiring soon? The Department of Defense is temporarily allowing Common Access Card (CAC) holders to renew an unexpired card's credentials online using the ID Card Office Online. Uniformed Services ID cardholders can continue to present a card that expired on or after Jan. 1, 2020 to get care and fill prescriptions.
